We are currently looking for a Full-Time Senior Program Manager
Starting at $68,000 $75,000 – contingent upon experience, education, etc.

Department Overview: TASC’s Center for Health and Justice (CHJ) provides Technical Assistance (TA) with communities, governments, and organizations to address complex public health and public safety challenges through evidence- and practice-based strategies and cross-system collaboration. Our work is informed by decades of practice and grounded in the belief that the right intervention, delivered at the right time, can change outcomes for individuals, communities, and systems alike.

CHJ builds on TASC’s legacy of leadership at the intersection of health and justice, translating frontline experience into scalable solutions that support reform and accountability.

Position Summary: The Senior Program Manager for Special Projects supports the development and implementation of a portfolio of consulting, training, and technical assistance (TTA) initiatives across CHJ’s three departments (Health, Justice, and Special Projects)—including Deflection, Diversion, Implementation, Medicaid for Justice Populations, Health & Justice Initiatives, International, and Research & Evaluation. This role blends subject-matter expertise in public-safety–to–community behavioral health linkages with strong project management, administrative, and development responsibilities.

The Senior Program Manager independently manages complex projects, provides high-quality consulting and TTA, develops training content and deliverables, and coordinates with internal and external partners to advance CHJ’s mission. This position also supports CHJ’s strategic growth through proposal development, stakeholder engagement, and identification of new business opportunities. The Senior Program Manager will work on multiple projects that run on parallel timelines. The projects could be both topical and administrative, as well as developmental.

This position requires the ability to travel, including out-of-state and overnight, to provide onsite TTA and education throughout the United States. Travel will also include evening/weekend hours. This position is eligible for remote work outside of Illinois.

Essential Duties & Responsibilities

Collaborate with CHJ leadership to identify areas requiring special project support, applying expertise in public health, public safety, justice systems, and project management.
Contribute to CHJ and TASC strategic planning, goal setting, and cross-departmental coordination.
Support consulting, training, and TTA projects designed to improve public safety–to–community behavioral health linkages, reduce recidivism, and support community recovery.
Provide on-site and remote TTA, coaching, and education to jurisdictions, grantees, and partner agencies.
Develop and deliver training content, presentations, webinars, toolkits, publications, and multimedia products.
Ensure timely completion of high-quality deliverables through coordination with CHJ staff, consultants, and external partners.
Maintain confidentiality of sensitive information.
Lead and support the preparation of proposals, scopes of work, budgets, and other materials for new business opportunities.
Represent CHJ through presentations at national conferences, webinars, and stakeholder meetings.
Engage internal and external partners—including federal, state, and nonprofit agencies—to identify subject matter experts, trainers, and business development leads.
Coordinate with TASC’s Business Development team to advance CHJ’s strategic growth.
Develop processes for project documentation, narratives, budgets, and reporting requirements for assigned projects.
Support grant and contract management, including financial tracking, invoicing, and compliance.
Help to ensure accurate, timely reporting of CHJ’s consulting and training activities.

Qualifications

Bachelor’s degree in public health, public policy, social work, criminology, business, or related field. Master’s degree preferred.
Relevant experience, including at least 3 years in criminal justice system programming, substance-use focused public health, or related experience.
Experience providing consulting, training, and technical assistance.
Experience with local, state, or federal grants, including budgets, reports, and scopes of work.
Strong project management skills.
Demonstrated ability to work efficiently in a fast-paced environment, independently and collaboratively.
Excellent written and verbal communication skills, including comfort with public speaking.
Experience facilitating meetings and workshops of multidisciplinary groups.
Strong interpersonal skills and ability to cultivate relationships with diverse partners.
High attention to detail, resourcefulness, and self-motivation.
Proficiency with Microsoft Office, Google Suite, Adobe, Zoom, and project management platforms (e.g., Monday.com).

Supervisory Responsibility

This position may have supervisory responsibility.

Travel

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected. Must be available to attend meetings in Chicago or elsewhere as needed. (A valid driver’s license may be required. If using a personal vehicle for TASC purposes, current auto insurance is required.)
