Full Job Description

OVERALL PURPOSE

Responsible for developing and coordinating housing and homeless services for the Authority to expand its programs and funding for individuals who are homeless or at risk of homelessness. Responsible for locating potential funding sources and delivering a broad range of services/assistance for program participants to help them move toward stable housing and self sufficiency.

SUPERVISORY RESPONSIBILITIES

Supervises two or more other individuals directly. May oversee and manage a functional level of a department. Provides operational direction and supervisory management and specialized learned skills.

BUDGETARY RESPONSIBILITIES

Manage day-to-day expenditures against the agreed budget. Authorized to commit funds only to those expenditures in line with their authorization limit. May require a second level of approval.

ESSENTIAL FUNCTIONS

1. Establishes short- and long-range goals for funding sources. Works in close collaboration with the Redevelopment Authority's Community Development Coordinator to act as a liaison to all funding agencies and organizations.

2. Monitors contract and grant compliance. Collects and analyzes reporting data on the performance/effectiveness of program activities/services/responsiveness funded by third-party public and private sources for tracking, effectiveness, and quality control purposes. Assists with contract and grants modifications, amendments, and other areas as appropriate.

3. Identifies potential areas of contract compliance vulnerability and risk; develops/implements corrective action plans for resolvingproblematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.

4. Accountable for consistent adherence to strong Authority standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Authority materials, supplies, resources, and other assets.

5. Undertakes and performs other work-related duties as assigned including work in other functional areas to cover absences or provide relief, to equalize peak work periods, or otherwise balance the workload.

6. Accepts referrals of individuals at risk of or currently experiencing homelessness and coordinates services for these individuals.

7. Maintains, develops, and nurtures partnerships/relationships with local, state, and federal program contacts in an effort to build and support Authority program initiatives and participants.

8. Generates revenue for Authority programs/services through timely submission of well-researched, well-written, and well-documented proposals and/or applications.

9. Ensures privacy and maintains security of confidential materials.

10. Maintains files and daily logs of program activities.

11. Develops creative housing solutions for individuals experiencing homelessness.

12. Establishes relationships with social service agencies and has a working knowledge of programs and services available.

QUALIFICATIONS

EDUCATION/EXPERIENCE AND/OR TRAINING

· HS Diploma/GED

· 3-5 years related experience

LICENSES OR CERTIFICATIONS

· Social Worker

WORK-RELATED KNOWLEDGE

· Entry Level - Clerical: Knowledge of administrative and/or clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.

· Basic - Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

· Demonstrated - Personnel and Human Resources: Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.

· Proficient - Administration and Management: Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

· Advanced Problem Solving: Problems at this level not covered by defined procedures, only objectives are defined. Analysis and interpretation of problems of a somewhat diverse and moderately complex nature required. Problems usually approached from a specific learned basis of knowledge to arrive at a solution. Identify complex problems and review related information to develop and evaluate options and implement solutions. Considers the relative costs and benefits of potential actions to choose the most appropriate one. Supervisor is concerned with final results. · Word Processing: Using a computer application to type text, insert pictures, format, edit, print, save, and retrieve word processing documents.

· Insert, delete, and manipulate cells, rows, and columns; and create and save worksheets, charts, and graphs.

· Presentations: Using a computer application to create, manipulate, edit, and show virtual slide presentations.

· Databases: Using a computer application to manage large amounts of information, including creating and editing databases, inputting data, retrieving specific records, and creating reports to communicate the information.

· Internet: Navigate the Internet to find information, including the ability to open and configure standard browsers

· Use searches, and send and retrieve electronic mail (e-mail).

· Navigation: Using scroll bars, a mouse, and dialog boxes to work within the computer's operating system. Being able to access and switch between applications and files of interest.

· Learning Management Systems: Used to provide delivery of online learning using computer based training software and video/web conferencing software, e.g. Blackboard, Blackboard Collaborate, Ultra.

· Financial Software: Used to manage finances and business ledger and other accounting functions, such as, track financial accounts, categorize income and expenses, work with budgets, create financial and tax-related reports, etc.

· Desktop publishing: Using computer programs, e.g., Adobe InDesign, Adobe Photoshop, Illustrator, to create printed documents. May also involve the combination of typesetting, graphic design, and page layout for generating documents such as books, magazines, newspapers, flyers, pamphlets, etc.
