Full Job Description

Right of Way Agent - Seeking to hire PA Notary Publics!

Duration: 6-Month Contract-to-Hire
Schedule: Monday–Friday, 8:00 AM–5:00 PM

Travel Requirements

Approximately 25–40% local travel in Bloomsburg, Williamsport, Wilkes Barre areas.
Typically 2 days per week in the field meeting with property owners or municipalities.
Travel radius may extend up to 50 miles from assigned territory.
Mileage reimbursement provided during the contract period.
Company laptop provided.
Company vehicle provided upon permanent conversion.

About the Opportunity

Our client, a leading national engineering services firm, supports major utility providers across the country, including electric power distribution companies. They are expanding their Right of Way (ROW) team to support utility infrastructure upgrades throughout Central and Northeastern Pennsylvania.

This is a great opportunity for someone with utility, right-of-way, real estate, title, permitting, or public relations experience who enjoys working independently, interacting with property owners, and spending time both in the field and working remotely.

Position Overview

The Right of Way Agent will be responsible for supporting utility infrastructure projects by obtaining permits, easements, rights-of-way, and other required documentation from municipalities and property owners. This role serves as a liaison between utility clients, internal project teams, and landowners to ensure projects move forward on schedule.

Candidates will work remotely but should be comfortable traveling locally throughout the Williamsport, Bloomsburg, and Wilkes-Barre areas to meet with municipalities and property owners as needed.

Key Responsibilities

Obtain right-of-way agreements, easements, permits, and other required documentation for utility projects.
Meet with property owners to explain project impacts and secure necessary approvals and signatures.
Coordinate with municipalities to obtain ordinances, permits, and project-related documentation.
Research property ownership through public records, tax maps, courthouse records, and field investigations.
Serve as the primary point of contact between property owners and utility project teams.
Maintain accurate documentation, correspondence, contact logs, and project records.
Review and process right-of-way and easement agreements, including e-filing and recording documentation.
Notarize required documents and obtain landowner signatures.
Provide project status updates to engineers, project managers, construction teams, and utility stakeholders.
Ensure all project information is accurately maintained within work management systems.
Support departmental initiatives and process improvements.

Required Qualifications

Active Pennsylvania Notary Public certification OR currently in the process of obtaining certification.
Excellent communication and relationship-building skills.
Strong organizational and documentation abilities.
Ability to work effectively with property owners, municipalities, and internal project teams.
Proficiency with Microsoft Office Suite (Word, Excel, SharePoint).
Familiarity with GIS, Google Earth, or similar mapping technologies.
Ability to manage multiple priorities in a fast-paced environment.
Willingness to travel locally throughout the assigned territory.

Preferred Qualifications

Prior Right of Way experience supporting power distribution or utility providers.
Experience in real estate, title research, land acquisition, permitting, or property management.
Knowledge of utility construction, easement acquisition, or landowner negotiations.
