Full Job Description

Position Summary

Housing Operations Director to provide strategic leadership and operational oversight for the organization’s affordable and supportive housing portfolio across Northwest Indiana. This Director-level role is responsible for ensuring strong property performance, regulatory compliance, financial sustainability, and high-quality housing operations that align with CoAction’s mission of advancing opportunity and stability for individuals and families experiencing financial hardship.

The Director leads housing operations, consisting of asset and property management, compliance, and staff development across a multi-county portfolio. This role partners closely with senior leadership to strengthen systems, ensure accountability, and position CoAction’s housing portfolio for long-term success and growth.

Essential Duties & Responsibilities

Strategic Leadership & Department Oversight

Provide vision, leadership, and direction for housing operations and maintenance team.

Supervise and mentor supervisory and direct staff across property management and facilities and related supportive teams.

Foster a collaborative, inclusive, and mission-driven culture focused on accountability, service quality, and continuous improvement.

Establish clear workflows, performance metrics, and operational standards across all housing programs

Housing Operations & Property Management

Oversee day-to-day operations of 200+ units of affordable and supportive housing across multiple counties.

Ensure effective program outcomes between operations and maintenance including leasing, tenant selection, lease renewals, rent collection, and occupancy stabilization.

Address complex tenant relations issues, escalated concerns, and dispute resolution.

Coordinate with maintenance and facilities teams to ensure properties are safe, well-maintained, and code compliant.

Conduct routine site visits and property inspections.

Asset Management & Financial Performance

Develop, manage, and monitor departmental and property-level operating budgets between operations and maintenance.

Track financial performance, rent collections, expenses, vacancy turn-over, and work orders.

Implement strategies to improve asset performance and protect the long-term viability of housing investments.

Prepare financial reports, forecasts, and portfolio-level updates for senior leadership and stakeholders.

Support capital improvement, rehabilitation, and construction initiatives.

Compliance & Risk Management

Ensure full compliance with LIHTC (Section 42), HOME, HUD, CoC Permanent Supportive Housing, and other regulatory requirements.

Acknowledge that the program follows the nondiscrimination requirements included in the Fair Housing Act, HUD’s Equal Access Rule, and the Violence Against Women Act (VAWA)

Coordinate audits, inspections, and monitoring reviews with funders and regulatory agencies.

Stay current on regulatory and policy changes, ensuring organizational procedures are updated accordingly.

Identify and mitigate operational, financial, compliance, and safety risks across the housing portfolio.

Training, Systems & Continuous Improvement

Lead staff training and professional development related to compliance, maintenance, property management, customer service, and systems.

Ensure effective use of property management, compliance, and reporting systems.

Evaluate and enhance internal processes to increase efficiency, consistency, and effectiveness.

Promote innovation and best practices across housing operations and asset management.

Minimum Qualifications

Bachelor’s Degree in a related field or an equivalent combination of education and experience.

Five (5) or more years of progressively responsible experience in affordable housing, asset management, housing operations, property management, or nonprofit housing leadership.

Knowledge of affordable housing development, facilities management, or capital projects preferred.

Demonstrated experience with:

o LIHTC (Section 42), HOME, HUD, and/or Permanent Supportive Housing compliance

o Fair Housing, Equal Access Rule, and Violence Against Women Act (VAWA)

o Budget development and financial oversight

o Staff supervision and performance management

Experience preparing for audits and regulatory reviews.

Experience with managing diverse, multi-disciplinary teams.

Strong grant management and compliance oversight skills.

Trauma-informed leadership practices.

Valid driver’s license.

Proficiency in Windows Operating System and Microsoft Office applications.

Strong interpersonal, written, and verbal communication skills.

Ability to solve complex problems independently while working collaboratively across teams.

Ability to organize and maintain detailed compliance and audit documentation.
