Full Job Description

Overview
We are seeking a dynamic and visionary Executive Director to lead the Industrial Development Authority of Barton County (IDABC). This pivotal role requires a strategic thinker with strong leadership skills who can plan, direct, and implement programs that will that will promote industrial, commercial, and economic development within Barton County. The Executive Director works under the general direction and policy guidance of the Authority's Board of Directors and is responsible for day-to-day operations, strategic initiatives, stakeholder engagement, and project development that aligns with County economic goals and community needs. This is an exciting opportunity for a motivated leader to make a lasting impact on local prosperity.

Essential Duties and Responsibilities

Administration & Operations

Serve as the chief administrative officer of the Authority, executing Board-approved policies, plans, and objectives.
Prepare meeting agendas, reports, resolutions, and supporting documentation for monthly board meetings.
Attend all regular and special meetings of the Board and provide professional recommendations and technical guidance.
Maintain official records, contracts, correspondence, and documentation in compliance with applicable laws and public records requirements.
Oversee contracted services, consultants, and vendors as authorized by the Board.

Economic Development & Project Management

Identify, pursue, and manage industrial, commercial, and workforce development opportunities within Barton County.
Act as the primary point of contact for prospective businesses, site selectors, developers, and local entrepreneurs.
Coordinate feasibility studies, incentive evaluations, and project analyses.
Assist with the development and administration of industrial development bonds, grants, loans, and other financing tools, as authorized.
Support retention and expansion efforts for existing Barton County employers.

Financial & Grant Management

Prepare and manage the Authority’s annual budget for Board review and approval.
Monitor revenues, expenditures, and financial conditions; provide regular financial updates to the Board.
Identify, pursue, and administer state, federal, and regional grants or funding opportunities related to economic development.
Ensure sound fiscal practices and compliance with audit and reporting requirements.

Partnerships & Community Relations

Build and maintain strong working relationships with Barton County officials, municipalities, state agencies, utilities, educational institutions, and regional economic development partners.
Represent the Authority at meetings, conferences, public events, and community functions.
Serve as a spokesperson for the Authority, promoting Barton County as a competitive, business-friendly location.
Support workforce development initiatives in coordination with local schools, training providers, and employers.

Strategic Planning & Reporting

Develop and recommend short- and long-term economic development strategies and work plans for Board consideration.
Track performance metrics and provide progress reports on projects and initiatives.
Monitor changes in economic conditions, legislation, and best practices impacting rural economic development.

Knowledge, Skills, and Abilities

Knowledge of economic development principles, industrial recruitment, rural development strategies, and public-sector administration.
Familiarity with Missouri economic development incentives and industrial development authorities is preferred.
Strong organizational, analytical, and project management skills.
Ability to communicate effectively with elected officials, board members, business leaders, and the public.
Demonstrated ability to work independently, manage multiple priorities, and exercise sound professional judgment.
Proficiency with standard office software and willingness to adapt to new systems and reporting tools.

Education and Experience

Bachelor’s degree in economic development, business administration, public administration, planning, or a related field preferred.
Relevant professional experience in economic development, local government, finance, or community development may be substituted for education.
Experience working with boards, public entities, or rural communities is highly desirable.

Work Environment and Schedule

Position will be full-time. Hours will be set by the Board.
Attendance at monthly board meetings and occasional evening or off-site meetings is required.
Must work out of the designated office located in Lamar, MO.

Compensation

Salary and benefits shall be determined by the Board of Directors and commensurate with qualifications, experience, and the scope of responsibilities.

Pay: $45,000.00 - $60,000.00 per year
