About the Position

Every election matters. Every ballot matters. Every voter deserves confidence that the process is accurate, secure, transparent, and fair.

Lane County is seeking an experienced election professional to serve as our next Elections & Recording Manager. Reporting directly to the County Clerk, this leadership role oversees the daily operations of one of Oregon's largest county election and recording offices, serving more than 300,000 registered voters in a 100% vote-by-mail environment.

This is more than an operations role—it's an opportunity to help safeguard one of our community's most important public institutions while leading a talented team dedicated to exceptional public service.

As the Elections & Recording Manager, you will oversee the administration of all federal, state, and local elections while ensuring compliance with Oregon election law and maintaining the integrity, security, and transparency of every step of the election process. In addition, you will lead the County's Recording program, which maintains official public records and provides a variety of essential services to the public.

What You'll Lead

You will provide leadership for a wide range of statutory and public-facing services, including:

Administration of all Federal, State, and local elections
Maintenance of voter registration for more than 300,000 registered voters
Recording, indexing, and preservation of official real property records
Marriage licenses, domestic partnerships, and civil ceremonies
Property Value Appeals Board administration
County Archives program oversight
Budget development and fiscal management
Continuous process improvement and operational excellence
Collaboration with elected officials, state agencies, community partners, and the public

We're looking for someone who understands that elections are built on public trust.

The successful candidate is an experienced elections leader who brings deep technical knowledge, sound judgment, and calm decision-making under pressure. You lead with integrity, value transparency, and understand the importance of accuracy in every detail. You enjoy building strong teams, developing staff, improving processes, and delivering outstanding customer service.

You are equally comfortable interpreting complex election law, managing high-profile election cycles, presenting information to elected officials, responding to public questions, and leading a department through the demanding pace of election administration.

Whether preparing for Election Day or managing the County's official public records, you recognize that your work directly supports democracy and the public's confidence in local government.

About the Division

Lane County Elections is a division of the County Clerk’s office and is charged with voter registration and administration of Federal, State, and Local elections within Lane County. The Elections team is committed to conducting Fair, Accessible, Secure, Transparent, Equitable, and Reliable (F.A.S.T.E.R.) Elections.

Schedule: Monday - Friday; 8:00am - 5:00pm. Overtime as needed to ensure election operations run smoothly.

QUALIFICATIONS

Training Experience:

Nine years of education and/or experience in elections oversight, government recordkeeping, public or business administration, or similar, including three years of experience in a supervisory, management, or leadership role and two years of experience in elections oversight; or a combination sufficient to successfully perform the essential duties of the position.

Licensing Requirements:

Oregon Driver’s License;
Professional licensure or certification related to the area assigned.

Health insurance coverage becomes effective the first of the month following your first 30-days as an eligible employee.

Medical/Rx/Vision - Lane County offers medical, prescription and vision exam coverage for you and your eligible dependents. The plan options and costs per month for 2026 are outlined below:

If you enroll in the HDHP the County will contribute to your HSA:

For eligible members of unions LCPOA, 626, Admin Pro, and AFSCME Physicians $1,700 for individual coverage and $3,400 for family coverage.

For eligible members of unions AFSCME General, AFSCME Nurses, FOPPO, PAA, and non-represented employees $1,600 for individual coverage and $3,200 for family coverage. Those who complete the requirements to receive the Live Well Credit by November 30, 2026, will receive an additional contribution of $400 individual or $800 family, funded in 2027.

These amounts are prorated based on date of hire.

All eligible employees who complete a Health History Risk Assessment (HHRA), Biometric Screening, and Comprehensive Health Review (CHR) at the Live Well Center receive a $20 per month credit.

Wellness Clinic - The Live Well Center is for Lane County benefits-eligible employees, spouses and dependents (ages 2 and up) who are enrolled in the Lane County health plan. Marathon Health manages the Live Well Center and their clinical team provides confidential, affordable care for your acute and preventive healthcare needs. The Live Well Center also provides health coaching, chronic disease counseling, comprehensive primary care services, and much more.

Dental - Lane County provides dental coverage for employees and their eligible dependents.

Employee Assistance Program (EAP) - Lane County provides this counseling and concierge service to employees and members of their immediate households.

Fitness Center Membership - Lane County provides employees with a free membership to a local fitness center.
