President of POWTEC Services, LLC
Job Summary
The President of POWTEC Services, LLC is responsible for the overall strategic direction, financial performance, and management of the company, promoting a culture of safety and ethical business practices, driving operational results, and ensuring the highest level of customer service. The President oversees all operational interests of the company through accountability and continuous improvement initiatives.
This is a startup-stage leadership role: the President is expected to be a hands-on, proactive self-starter who personally and actively drives new business development, including expansion into commercial sectors, rather than relying solely on an existing network or inbound and sole-source opportunities. This position reports to the CEO of POWTEC Holdings.
Supervisory Responsibilities
This role does not currently have any direct reports. The Program Manager position, once filled, is expected to be this role’s first direct report. Until then, the President operates in a shared-services model, working closely with POWTEC Holdings resources (the CEO, Controller, and Program Management support) to manage day-to-day operations. Contract staff who currently sit within Services continue to be managed through POWTEC Solutions leadership at this time.
Duties / Responsibilities
Strategic

Drives Company strategic goals in alignment with POWTEC Holdings objectives and sets strategy and direction consistent with corporate guidelines and the overall company strategic plan.

Operates as a hands-on individual contributor.

Brings or quickly builds a relevant professional network; experience does not need to be specific to government contracting but should be in a closely related field.

Works closely with Business Development, including internal POWTEC employees and outside consultants, and directs due diligence and business development activities to improve or expand operations.

Targets, establishes, and maintains key customer, community, competitor, and political business relationships.

Identifies trends, technologies, efficiencies, synergies, and acquisition, alliance, and partnership targets, and develops and maintains industry, market, and competitor intelligence.

Establishes, improves, and leverages key performance indicators that drive operational performance.

Promotes Company values, safety culture, ethical standards of behavior, continuous improvement, accountability, and employee engagement.

Directs, motivates, and develops the leadership team toward achievement of Company goals, building a collaborative, team-oriented culture.

Builds, cultivates, and develops a high-performing team as the organization grows, including providing regular performance feedback and timely employee evaluations.
Authority & Decision-Making
-
Holds profit and loss (P&L) responsibility, including authority to sign and obligate the company on contracts, along with limited banking/financial responsibilities.

Has hiring and termination authority for their team; decisions to add new overhead headcount are made collaboratively with Finance and the CEO.

Has authority to pursue new commercial and federal markets in alignment with POWTEC’s strategic plan.

Is involved in negotiating subcontracting agreements but does not currently hold final sign-off authority on those agreements.

Makes teaming decisions collaboratively with POWTEC Holdings leadership and, where relevant, other POWTEC subsidiaries.

Operates within an annual budget approved by POWTEC Holdings.
Federal Contracting & Business Development

Maintains, or can quickly develop, working knowledge of the small business federal contracting programs and vehicles central to POWTEC’s portfolio, including the SBA 8(a) program, mentor-protégé arrangements, joint ventures, GSA Schedules, IDIQs, GWACs, task-order competitions, and facility-clearance-related contracting vehicles.

Proactively leads business development and prospecting, including pursuit of opportunities in commercial sectors outside of government contracting. Given POWTEC Services’ current growth stage, business development is the leading priority of this role.

Drives sound proposal development, oversees the proposal review process to ensure quality and contract compliance prior to submission, and leads contract negotiation efforts with customers and partners.

Maintains visibility into the business development pipeline and pursuit activity, providing regular updates to inform POWTEC Holdings’ financial and resource decisions.

Supports POWTEC’s mentor-protégé program commitments relevant to Services, in coordination with POWTEC Holdings.
Customer & Stakeholder Engagement

Maintains regular, in-person engagement with clients and partners, with a goal of visiting key customers at least twice per year; as the Services team grows, this includes visiting field employees directly.

Sponsors regular project status reviews with the project/contract team.

Reviews Monthly Status Report (MSR) content together with the Program Manager, once that position is filled, for communication to the customer.
Contract Compliance & Quality

Maintains a strong expectation of contract compliance and quality performance across all contracts and projects, in partnership with the Contracts team.

Participates in establishing and maintaining quality management standards across POWTEC.
Health, Safety & Security
-
Promotes and upholds health, safety, and security expectations across the organization, coordinating with relevant committees as the team grows.
Board & Leadership Reporting

Prepares and delivers regular (typically quarterly) reports to POWTEC Holdings leadership and/or the POWTEC Board on company health, business development pipeline, and strategic direction, written clearly and accessibly for a non-technical audience.

May be asked to support POWTEC Board meetings as requested.
Financial & Sales Performance

On an annual basis, is expected to meet a budget target tied to the role’s performance goals for that year; specific dollar figures are set annually as part of the performance and incentive plan and are not fixed in this job description.

Plays a leading role in achieving meaningful year-over-year revenue and business development growth for POWTEC Services.

Collaborates with Finance on proposal and contract pricing assessments to help ensure pricing is sound and competitive.

Adopts and helps implement POWTEC Holdings’ standardized business development and capture process, in coordination with POWTEC’s business development function.

Develops a business development and sales plan, to be implemented and tracked, in coordination with POWTEC Holdings.

Participates in company initiatives as assigned, including supporting POWTEC’s mentor-protégé program commitments relevant to Services.
Time Allocation
Time is expected to be allocated approximately as follows. These are order-of-magnitude guidelines rather than fixed targets:

Business development: ~50% (the leading priority for this role).

Operational delivery: ~20%.

Personnel management: ~10%.

Strategic planning: ~10%; at this stage, much of this work is embedded within business development and client-facing activity.

Client engagement: ~10%.
Travel Expectations

Travel is expected on a regular basis, including approximately quarterly in-person leadership meetings at POWTEC headquarters inWashington state(2–3 days each), and approximately five industry events or trade shows per year (2–3 days each).
