RFP & Proposal Manager – Job Description

Location: Schaumburg, IL
Employment Type: Full-Time

Overview

We are seeking a highly organized and detail‑oriented RFP & Proposal Manager to lead our end‑to‑end proposal development process for federal, state, local, and private-sector solicitations. This role is responsible for managing the full proposal lifecycle—from opportunity identification through submission—while ensuring compliance, quality, and timely delivery. The ideal candidate has strong writing skills, exceptional project management abilities, and experience working with government procurement processes.

Key ResponsibilitiesRFP Management

Monitor federal, state, local, and private procurement portals for new RFP opportunities.
Evaluate solicitations to determine strategic fit and bid viability.
Manage the complete proposal lifecycle from identification to submission.
Develop proposal timelines and ensure all deadlines are met.
Maintain an RFP calendar and submission schedule.
Lead weekly team check-ins to review progress and resolve bottlenecks.

Proposal Writing & Development

Write clear, persuasive, and compliant proposal responses.
Tailor proposals to meet specific client requirements.
Develop executive summaries, company overviews, technical sections, and pricing narratives.
Edit and proofread all proposal content for accuracy and professionalism.
Ensure messaging aligns with company branding and value proposition.

Compliance & Quality Assurance

Review RFP requirements and create compliance matrices/checklists.
Ensure all requirements are fully addressed.
Verify formatting, page limits, attachments, and submission instructions.
Conduct final quality reviews before submission.
Ensure proposals meet legal, contractual, and regulatory requirements.

Cross-Department Collaboration

Work closely with sales, marketing, finance, operations, legal, and SMEs.
Gather technical information and supporting documentation.
Schedule proposal review meetings and milestone checkpoints.
Track assignments and follow up with contributors.

Pricing & Documentation

Coordinate pricing inputs with finance and leadership.
Collect resumes, certifications, licenses, insurance documents, and references.
Maintain proposal templates, boilerplate content, and supporting documents.
Update capability statements and company profiles.

Submission Management

Submit proposals through government portals or client platforms.
Confirm receipt and maintain submission records.
Archive proposals for future reuse and reference.

Continuous Improvement

Conduct win/loss analyses and integrate feedback.
Improve proposal templates, processes, and workflows.
Maintain a knowledge library of past responses.
Track proposal metrics, including win rates and turnaround times.

Required SkillsTechnical Skills

Strong technical and business writing skills.
Advanced editing and proofreading abilities.
Proficiency in Microsoft Word, Excel, PowerPoint, and Adobe Acrobat.
Experience with proposal management tools (RFPIO, Loopio, Responsive, Qvidian).
Familiarity with CRM platforms (Salesforce, HubSpot, ActiveCampaign).
Experience with project management tools (Asana, Monday.com, ClickUp, Trello).

Organizational Skills

Exceptional project management and multitasking abilities.

Ability to manage multiple deadlines simultaneously.

Preferred QualificationsEducation

Bachelor’s degree in:

Experience

2–5+ years managing RFPs, RFQs, RFIs, or proposal development.
Experience with government procurement processes (preferred).
Experience responding to federal, state, municipal, or educational solicitations.
Familiarity with contract management and procurement regulations.

Certifications (Preferred)

APMP Foundation or Practitioner
PMP (optional)
CPTC (optional)
