Full Job Description

Job Summary

The Licensed Clinician is responsible for providing professional services for assigned program(s) serving youth and families, and adults within the assigned region, including but not limited to Therapeutic Foster Care, Adult Mobile Crisis Response, Youth Mobile Crisis Response, Early Childhood Supports and Services, and other assigned programs. The Licensed Clinician ensures that consumers receive services in a supportive, effective manner that enhances their quality of life and encourages functioning in the least restrictive environment in the community.

Duties

Provide consultation in crisis intervention and placement problems.
Recruit foster parents using a mix of general awareness campaigns and targeted efforts.
Implement and comply with all policies and procedures adopted by the governing body, and comply with all state licensing, agency, and programmatic requirements. Assist in updating the program manual, as needed, to maintain compliance and ethically sound policies and procedures.
Ensure compliance with all federal and state laws and standards regarding the operation of the program and the Agency.
In the absence of the Licensed Clinical Director, assume appropriate responsibilities as requested for other staff and oversee the program.
Assist in addressing areas of non-compliance identified by the annual survey and complaint investigations and implement immediate corrective action.
Represent the Agency in the community and advocate for the clients and program.
Attend treatment plan meetings and provide consultation on placement. Coordinate therapy and counseling for clients and foster parents, as needed.
Assist in providing consultation to the governing body through the Licensed Clinical Director in carrying out their responsibilities by interpreting the needs of the clients to them, making needed policy revision recommendations, and assisting in periodic evaluation of the program’s services.
Through the Licensed Clinical Director, communicate with the governing body in interpreting the Agency’s need for financial support.
Promote effective communication between the staff, clients, parents, and foster parents, and provide for their input into program planning and operating procedures.
Report injuries, deaths, and critical incidents involving program clients to the Agency and the appropriate authorities.
May supervise the performance of assigned people involved in any service delivery/direct care to clients and assist in completing an annual performance evaluation of all staff and foster parents in the program to address the quality and quantity of the work as it relates to client services.
Assist in ensuring that all staff, foster parents, and other stakeholders receive required training on an annual basis.
Ensure the safety and confidentiality of all client records, and that client and foster parent files are up-to-date and in compliance with required standards.
Develop and maintain positive relationships with clients and families, funding and regulatory agencies, referral sources, other service providers, community resources, and other stakeholders, and promote positive teamwork.
Coordinate monthly staff meetings and attend other meetings and trainings to keep informed of guidelines and changes in the program.
Perform similar job-related duties, as assigned.

Skills

Bachelor’s Degree in a mental health or human service field, with a minimum of three years’ experience relative to the populations being served. A master’s degree plus two years of social service experience may be substituted for three years of experience.
Licensed Mental Health Professional (LPC, PLPC, LMFT, PLMFT, LMSW)
Experience or training in Infant and Early Childhood Mental Health (IECMH) assessment and treatment
Demonstrated ability in program management and operations, budget development and accountability, sound supervisory procedures and personnel management, staff development and training, property management, client advocacy, and public relations.
Excellent verbal, written, and interpersonal skills, the ability to represent the Agency in a highly professional manner, and to maintain the highest standards of excellence and confidentiality.
Exceptional judgment, initiative, dependability, decision-making skills, the ability to handle multiple responsibilities, strong organizational skills, and the ability to prioritize work and meet multiple deadlines.
A valid driver’s license per LA law, current liability insurance, and access to a properly registered vehicle in safe operating condition.
