Job Description

Position Title: Quality Assurance Specialist Classification: Exempt

Department: Head Start /Early Head Start/ CCP

Supervisor: Director of Program Quality Assurance

Position Summary:

Responsible for implementing the process of ongoing monitoring and continuous improvement for achieving program goals to ensure child safety and the delivery of effective, high-quality program services. The candidate must understand that the operating mission of program quality assurance will be to ensure children are meeting their developmental milestones, and ultimately are ready for kindergarten and beyond. Families are to receive program services that improves the quality of their lives, and staffs should be supported to receive all mandatory/recommended training to improve the quality of their professional development needs.

The optimal candidate must demonstrate a will to learn and the ability to reflect and objectively conduct program monitoring. The candidate must also be passionate about improving the overall quality of HBH, embrace a data-driven work culture and commit to becoming fluent in the Head Start Performance Standards federal, state, and city regulations. The candidate must be willing to adapt to change, achieve positive outcomes, and be committed to achieving high-quality standards to improve the quality of HBH’s early childhood programs.

Duties and Responsibilities:

Will conduct monthly content area monitoring observations and assessments per the monitoring schedule for all sites. Will monitor to the Head Start Performance Standards, Program Information Report, Monitoring Protocols (FA1 and FA2)
Collaborate with program teams to provide monitoring and oversight feedback for assigned sites—must communicate with team members in real-time regarding information that can lead to non-compliance, injury, and impact the quality of services provided.
Participate and provide data for program roundtables schedules with delegates, directly operated sites, and community partners.
Must escalate urgent and important issues to direct supervisor within 24 hours of being informed
Monitor COPA and program area compliance by preparing and submitting weekly reports to the Director of Program Quality Assurance
Develop tracking, documentation, monitoring, and record-keeping system to assure all program services are provided and in alignment with the Head Start Performance Standards and other observed regulating entities.

Assist with implementing and coordinating the continuous quality improvement, and corrective action process after program monitoring

Participate in cross-service area In-Service and Pre-Service training for staff and community partner sites
Monitors the HBH Head Start program policy and procedure performance
Attend training to enhance the quality assurance service areas
Assist with the annual self-assessment, Program Information Report (PIR), and monitoring reviews conducted by DFSS and OHS.
Communicates directly with sites leadership concerning discretionary matters as appropriate for continuous quality improvement efforts.
Conduct audits to observe staff and measure staff actions and compare with what is written in policies and procedures.
Will present monitoring results for QA team site staffing/ meetings
Will provide support in the planning, development, and implementation of the agency’s program service plans and policies developed in accordance with the Head Start Performance Standards 1302-100-1302.103
Will ensure the health and safety of all program participants by following and implementing the training provided in Active Supervision, Culture of Safety, Mandated Reporter, and the agency’s Standard of Conduct.
Will perform other duties as assigned.

Qualifications:

Preferably a minimum Bachelor’s Degree in Early Childhood Education, Human Services, or equivalent is required. Associate’s degree in Early Childhood Education or related field will be considered commensurate with relevant work experience.
Ideal work experience will include an individual working in various levels of Head Start, Infant/Toddler specialist, educational coaching and compliance monitoring
If an Associate degree level candidate is considered, the individual must be willing to commit to obtaining Bachelor’s degree in relative field within 3 years of hire date.
At least one to three years’ experience in early childhood education with a working knowledge of the Head Start Performance Standards.
Must have your own daily vehicle with a valid driver’s license and proof of current automobile liability insurance.
