Job Description and Duties

About this Role:

Under direction from the Section Chief, a Supervisor II, the Supervisor I is responsible for the Contracts Unit 1 which serves as the contract liaison between contractors and Contracts and Fiscal Section (CFS) and Federal Grants Branch (FGB), as well as between CFS and FGB and Department of Health Care Services (DHCS) Contracts Services Branch (CSB).

The Supervisor I plans, organizes, and directs the work of staff responsible for assisting in developing, operationalizing, and administering federal grant-funded services and programs to reduce prevalence of Mental Health and Substance Use Disorder through the provision of prevention, treatment, and recovery activities. Duties additionally include overseeing the Unit’s efforts to monitor contractors and grant-funded programs to determine compliance with project, contract, plan, and agreement requirements, terms, conditions, and services. The SSM I plans, assigns, and participates in generating policies and procedures, as well as providing training and administrative support, as needed.

Travel statewide, including overnight, of up to 25% of the time, by airplane, train, automobile, and other transportation methods may be required. Travel related duties may take up to a week at a time. and several weeks per month and are dependent upon workload and operational need.

This classification was previously known as the Staff Services Manager I classification and is now referred to as the Supervisor I classification, effective January 1, 2026.

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Beginning July 27, 2026, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Telework and Salary Information

Telework: This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
