Job Description and Duties

Under the direction of the Information Technology Supervisor II (IT Sup II), the ITA will independently provide staff support to the governance of information available via the California Law Enforcement Telecommunications System (CLETS) and remain up-to-date with the frequent changes impacting CLETS and independently initiate key actions on a wide variety of complex issues surrounding the administration of CLETS. The ITA will formulate, analyze and recommend policies, procedures, guidelines and standards to provide a common framework for technology governance utilizing various assessment, outreach and communication methods to implement California laws, CLETS and FBI requirements as they relate to access to criminal justice information in DOJ's repository and in support of AB 1747 requirements. The ITA will conduct complex detailed analyses of CLETS usage and prepare and present the information including recommendations for suspension of service before DOJ executive management and the CLETS Advisory Committee. The ITA may act as a team leader or coordinate the efforts of representatives of various governmental law enforcement agencies which includes outreach and training to the law enforcement communities, develop training documents and Power Point presentations; prepare and present information before the CLETS Advisory Committee; and update the California Law Enforcement Website to ensure policy and training information is made available to all CLETS subscribing agencies.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.

This position is eligible for telework, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

This position is located in the California Justice Information Services Division, Application Development Bureau, Criminal Justice Information Systems Branch, CLETS Support Services Section, CLETS Administration Unit.

ALTERNATE RANGE CRITERIA 483

Established 1/31/18, Pay Letters 18-04 and 18-05

When using education to meet the Alternate Range Criteria, education must include at least 15 semester units (or 22.5 quarter units) of information technology or closely related course work. Closely related coursework refers to a course of study involving the study of computing, such as software engineering, computer engineering, Management Information Systems, Geographic Information System, and computing technology.

Range A. This range shall apply to persons who do not meet the criteria for Range B, Range C, or Range D.

Range B. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have:

1. Completed one year of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Associate, or

2. Completed an additional 30 semester or 45 quarter units from an accredited college or university.

Range C. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have:

1. Completed three years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Associate, or

2. Received a bachelor’s degree from an accredited college or university

Range D. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have completed five years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Associate.

When the requirements for the criteria are met and upon recommendation of the appointing power, the employee shall receive a rate under the provisions of California Code of Regulations, title 2, section 599.674 upon movement to Range B or Range C and a rate under the provisions of California Code of Regulations, title 2, section 599.676 upon movement to Range D.
