Associate Program Manager
NYCSCA – Emergency Response Program

Job Description:

The McCloud Group (TMG) is a Construction Management (CM) firm founded in 2002, specializing in the construction and renovation of K-12 educational, college university, municipal, cultural, residential, and healthcare construction projects for public sector governmental agencies. TMG serves as the owner’s representative and advocates, through all phases of a project and under a variety of delivery methods. Over the past 24 years, TMG has built a strong reputation for quality through a proven track record of hundreds of successful K-12 educational, college university, municipal, cultural, residential, and healthcare construction and renovation project portfolio that includes work in New York, New Jersey, Connecticut, and Pennsylvania.

Job Summary:

TMG manages construction activities for a wide range of New York City School Construction Authority (NYCSCA) projects across all five boroughs. One of its key initiatives, the Emergency Response Program, is dedicated to addressing urgent conditions identified by authorized NYCSCA representatives. This program requires rapid mobilization of personnel, trade labor, and specialty contractors, along with the procurement of necessary materials and equipment. Its purpose is to correct, stabilize, and eliminate hazardous materials or dangerous conditions within New York City public schools, ensuring safe and uninterrupted learning environments.

The Associate Program Manager oversees all phases of construction projects, from initial planning and budgeting through coordination of labor, subcontractors, and equipment. This role works closely with project managers, architects, engineers, and other stakeholders to ensure that each project is delivered on schedule, within budget, and in full compliance with the specifications outlined in the construction contract. The Senior Project Manager is also responsible for enforcing all safety regulations and maintaining a safe, compliant work environment for all personnel on site.

This position extends beyond a standard 40‑hour workweek; extended hours may be required as deadlines approach or when unexpected challenges arise. The Senior Project Manager must be capable of performing under pressure, making timely and informed decisions, and keeping the project moving forward. A strong commitment to building, managing, and developing a high‑performing team is essential to success in this role

Duties & Responsibilities

Direct and oversee all aspects of construction projects from start to finish, ensuring adherence to budget, schedule, and quality standards.
Review project proposals or plans to determine period, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
Confer with supervisory personnel, owners, contractors, or design professionals to discuss and resolve matters such as work procedures, complaints, or construction problems.
Direct on-site production staff to ensure efficient utilization of materials and labor and monitor compliance with building and safety codes and other regulations.
Inspect or review projects to monitor compliance with building codes, safety regulations, or other ordinances, resolving any deficiencies.
Investigate damage, accidents, or delays at construction sites, to ensure that proper documentation is created.
Select, contract, and oversee the work of architects, engineers, and other construction and design professionals.
Be able to interface with senior level executives in a professional manner.
Prepare reports pertaining to job status, costs, or progress for management, clients, or others.
Develop scopes of work and requests for proposals for general contractors
Negotiate change orders with general contractors to agree on revised timelines or budgets.
Manage relationships with city inspectors, utility companies, and other agencies or organizations involved in construction projects.
Coordinate activities of workers engaged in all phases of construction.

Qualifications & Skills

Baccalaureate degree in Engineering, Architecture, Construction Management, or a related field from an accredited college or university.
Minimum of eight (8) years of full‑time technical experience in construction or design‑related fields, demonstrating broad exposure to complex project environments.
At least four (4) years of experience managing all phases of construction work across multiple contracts, including planning, coordination, execution, and closeout.
Strong ability to interpret and work with contract documents, including drawings, specifications, addenda, and technical reports.
Clear, concise oral and written communication skills, with the ability to convey technical information effectively to diverse stakeholders.
Demonstrated problem‑solving capability, including identifying issues, evaluating options, and implementing effective solutions in fast‑paced project settings.
Experience in new construction, rehabilitation, and modernization projects, with an understanding of the unique challenges associated with each.
Ability to manage multiple projects simultaneously while meeting technical, cost, and schedule objectives.
Proven leadership skills, including supervising teams, coordinating subcontractors, and maintaining productive working relationships.
Preferred qualifications include licensure as a Professional Engineer (PE) or Registered Architect (RA), or possession of a Master’s degree in architecture, engineering, or a related field.
