Full Job Description

Director of Student Populations (Grades 6–12)Position Summary

The Director of Student Populations serves as the instructional, compliance, and programmatic leader for all special populations in grades 6–12, including students with disabilities (SWD), multilingual learners (MLL/ENL), Section 504 students, and students requiring academic intervention services. The Director ensures equitable access to rigorous instruction, compliance with federal, state, and charter requirements, and the implementation of systems that accelerate student achievement and support postsecondary readiness.

The Director reports directly to the Executive Director and collaborates closely with school leadership, teachers, families, service providers, and external agencies to ensure all students receive the support necessary to thrive academically, socially, and emotionally.

Essential ResponsibilitiesLeadership and Program Oversight

Develop and implement a comprehensive vision for student support services across grades 6–12.
Lead all Special Education, ENL, Section 504, and intervention programs.
Monitor the effectiveness of programs through data analysis and continuous improvement cycles.
Serve as a member of the School's Leadership Team.
Ensure alignment between student support services and the school's mission, charter goals, and accountability measures.

Special Education Leadership

Oversee all aspects of IDEA compliance and implementation.
Supervise special education teachers, SETSS providers, related service providers, and learning specialists.
Monitor IEP development, implementation, progress monitoring, and annual reviews.
Ensure timely evaluations, reevaluations, and CSE referrals.
Coordinate with the Committee on Special Education and external service providers.
Lead professional development related to differentiated instruction, accommodations, and inclusion practices.

Multilingual Learner (MLL/ENL) Leadership

Ensure compliance with state and federal requirements for multilingual learners.
Oversee ENL programming, service delivery, and progress monitoring.
Monitor identification, placement, annual assessments, and parent notifications.
Support teachers in implementing language development strategies across content areas.
Analyze language acquisition data and adjust programming accordingly.

MTSS and Intervention Systems

Lead the school's Multi-Tiered System of Supports (MTSS).
Develop intervention structures for students requiring additional academic or behavioral support.
Monitor intervention effectiveness through data reviews and progress monitoring.
Coordinate supports for students at risk of retention, course failure, or graduation delays.

Compliance and Accountability

Maintain compliance with all federal, state, authorizer, and charter requirements.
Ensure accurate and timely reporting in ATS, SESIS, and other required systems.
Prepare for audits, authorizer visits, monitoring reviews, and compliance inspections.
Monitor service mandates and ensure all required services are delivered.

Data and Continuous Improvement

Analyze achievement, attendance, behavior, graduation, Regents, and intervention data for student populations.
Create and maintain dashboards tracking student outcomes.
Present progress reports to the Executive Director, Board, and leadership team.
Lead root cause analyses and improvement planning for underperforming student groups.

Family and Community Partnerships

Build strong partnerships with families of students receiving services.
Facilitate workshops and informational sessions for parents.
Ensure families understand their rights and available supports.
Serve as a liaison between families, school staff, and outside agencies.

Staff Supervision and Development

Supervise and evaluate all staff within the Student Populations Department.
Provide coaching, feedback, and professional development.
Lead recruitment, onboarding, and retention efforts for specialized staff.
Build staff capacity around inclusive and culturally responsive practices.

QualificationsRequired

Master's Degree in Special Education, Educational Leadership, or related field.
New York State certification in Special Education.
School Building Leader (SBL) or School District Leader (SDL) certification preferred.
Minimum of five years of successful experience in special education leadership.
Demonstrated knowledge of IDEA, Section 504, ESSA, CR Part 154, and New York State compliance requirements.
Experience supervising staff and managing complex compliance systems.

Preferred

Experience in a charter school environment.
Experience leading both Special Education and ENL programs.
Knowledge of secondary school graduation requirements and postsecondary transition planning.
Experience implementing MTSS and data-driven intervention systems.
