Job Summary
POLICE CHIEF

Department: Police

Reports to: City Manager

POSITION SUMMARY

Plans and directs all operations and activities of the Police Department pursuant to legal mandate, under the supervision of the City Manager and in accordance of policies established by the City Commission. This work involves the enforcement of all Federal, State, and local laws in accordance with departmental rules and regulations and providing public assistance. Supervising the management of the department, budget preparation and resolving personnel issues and citizen concerns are the primary responsibilities of this position. The employee should possess excellent supervisory, communication, organizational, management, and public relation skills. This employee is required to use initiative and to display leadership when faced with emergency situations.

ESSENTIAL FUNCTIONS

· Create and maintain good relationships with other law enforcement and agencies that work closely with the Pratt Police Department, including the Pratt County Sheriff.

· Exercises authority over all department staff including hiring, promotion, transfer, and discipline of individual employees within established City policies.

· Identifies and plans for current and future law enforcement needs through tracking crime trends, demographic influences, projected community growth, available resources, and researching other communities’ efforts at maintaining public safety.

· Recommends and plans long-range goals, objectives, organizational structure, and overall direction for the Department. Monitors, reviews, and communicates the implementation phases of the department's strategic plans to ensure long-range goals are met. Ensures the programs and objectives of the Department are developed and maintained in accordance with the direction of the City Manager and objectives of the City Commission.

· Formulating and advising the City Manager and City Commission regarding department policies and regulations.

· Stay informed and provide direction to the Dispatch Center and its employees.

· Stay proficient in the ordinances of Animal Control in the City of Pratt and supervise the duties of the Animal Control Officer.

· Supervise the Municipal Court Clerk and maintain a professional relationship with the City Attorney.

· Enforce all Federal, State, and local laws and ordinances.

Arrest individuals for violations of laws and ordinances.
Appear in court to give testimony in criminal cases.
Act as an instructor for specialized law enforcement related topics.
Attend schools and seminars to maintain proficiency and certification.
Investigate major crimes as well as civil and domestic disturbances.
Formulate and enforce departmental rules and regulations, work methods and procedures.
Develop cooperation with City, State and Federal agencies.

· Meet with and answer questions for the public and news media.

· Ensure all department employees are current on certifications, qualifications, and other professional standards.

· Check, approve, and make sure that reports and other calls for service are entered into the record management service (RMS) as required.

· Handle any complaints that may come in and have them properly addressed when necessary, including internal personnel complaints or issues.

· Receive and file paperwork that is required by any federal, state, or local government.

· Create, maintain, and closely supervise the yearly budget of the Police Department, Municipal Court, Dispatch (911), Animal Control, and Police Special Fund.

· Receive and report the required documentation of the Opioid Settlement monies received by the State of Kansas Attorney General's Office on a yearly basis.

· Keep a record of VIN’s and report them to the Kansas Highway Patrol as needed.

· Keep a record of all UTV registrations for the City of Pratt.

· Stay informed of all officers' training while suggesting and approving the proper training to maintain current certification.

MARGINAL FUNCTIONS

· Assists other departments as the need arises;

· Perform other duties as deemed necessary or assigned.

POSITION REQUIREMENTS

: A minimum of ten years law enforcement experience is required with a minimum of 5 years in a supervisory capacity combined with considerable administrative and investigative experience. This employee must have demonstrated the ability to control emergency situations, supervise subordinate personnel in an emergency, and administer budgetary matters.

: A four-year degree in criminal justice, political science, social services, police or a related field is highly preferred, but a combination of experience and post-high school studies would be considered. A High School Diploma or GED required supplemented by certification by the Kansas Law Enforcement Training Center. Advanced training in the principles and techniques of police work, investigations, administration, and related topics. A thorough knowledge of federal, state and local laws and the enforcement of same. A thorough knowledge of departmental rules and regulations and City policies.

: A thorough knowledge of all federal, state, and local laws and ordinances, computers, law enforcement techniques, and law enforcement supervision is required. Ability to react quickly and calmly in an emergency and to coordinate the work of subordinates in emergencies. This employee must be able to operate firearms, emergency vehicles, ratio equipment, computers, and other law enforcement equipment. The ability to interpret data, to complete and check reports and documents, to develop department policies and procedures, to understand and anticipate problems, and to read and interpret manuals, legal documents, reports, and written instructions I required. This employee should possess excellent public relation, supervisory, organizational, management, oral and written communication skills, and have the ability to teach advanced law enforcement principles and techniques.

: Frequent problem solving exists in this position, including advising personnel with questions and problems. This employee makes decisions about prioritizing assignments, resolving personnel issues and citizen complaints, budget management and performing daily duties in the most efficient manner.

: Frequent decision-making exists in this position. Decisions include whether to make an arrest or to use physical force, including deadly force, in an arrest situation. The deployment to officers and equipment in an emergency. Disciplinary actions taken against employees for infractions of departmental policy. Hiring and termination of employees.

: Employee is responsible for budgetary control of the department. Employee plans the annual budget and is responsible for the disbursement of funds according to City policy.

: This employee must be able to work independently under the supervision of the City Manager. He or she shall be responsible for the direct supervision of the Police Department, Animal Control, and the Municipal Court clerk.

: Daily contact with the public, co-workers, subordinate personnel, supervisory personnel, City Manager, and occasional contact with the organization’s governing body is expected.

: Adverse working conditions may exist relating to public law enforcement. Hazardous, strenuous, and dangerous situations may arise in the apprehension of alleged criminals, interviewing criminal suspects and/or victims under extreme conditions. Exposure to human blood and body fluids, hazardous chemicals, and all types of weather conditions are possible. This position contains an element of risk to personal safety.

: The ability to pass and maintain all the physical requirements of the Kansas Law Enforcement Training Center is required. Manual labor including lifting, pulling, and carrying heavy objects and equipment may be required. Decisions made during critical moments at emergencies increases mental stress.
