Under the direction of Director of Finance, Administration and Leased Housing the Assistant Director of Finance assists in the administration, implementation and monitoring of accounting systems and functions for Quincy Housing Authority and all of its managed agencies.
Areas of responsibility include: assisting with grant financial administration- including Housing Assistance Payment monitoring, general ledger, payroll, budgeting, forecasting, financial reporting, systems management and network support services.
The Assistant Director compiles, monitors, and analyzes reports and metrics to ensure compliance with federal and state regulations as well as maximization of housing assistance dollars through the Leased Housing program. The Assistant Director will monitor for compliance with all established proper internal controls and audit procedures in accordance with best practices to protect and manage the authority’s assets and ensure the integrity of the Authority’s financial statements and position.
Other duties and responsibilities include:
- Assists the Director and Senior Accountant with P&L level finance and accounting functions to include reporting, planning and analysis, accounting processes and procedures.
- In the absence of the Director of Finance, Administration and Leased Housing, supervises the finance staff.
- Manages and refines data collection, tracking and reporting functions to ensure QHA meets mandatory reporting requirements in a timely manner. This includes compliance with annual deadlines for 1099, W-2 and 1098C issuance.
- Assists and coordinates with the Leased Housing Supervisor/ finance team to generate and disburse monthly Housing Assistance Payments for all Leased Housing programs of QHA and its managed agencies. Manage any returned transactions and follow-up for resolution.
- Ensure timely and accurate reporting of performance metrics for all programs as prescribed by the relevant funding agencies.
- Provides financial analytical support for departmental functions, aids in budget, capital project analysis, monthly forecasts, and performance analysis.
- Evaluates and uses technology to enhance operational efficiencies and group performance. Recommends to Director any suggested enhancements to system of internal controls as identified.
- Identifies areas of potential risk and recommends to Director possible resolutions to risk areas.
- Works closely with Fee Accountant and Accounting Staff to prepare month-end, quarter-end, year-end submissions.
- Builds cooperative relationships and influences actions of peers inside and outside of Finance
- Coaches and mentors teammates, improving performance.
- Assists in the preparation of required regulatory filings for the Quincy Housing Authority Development Corporation, a registered 501(c) 3 corporation.
- Serves as tertiary back up for payroll clerks at all four agencies who are responsible for the oversight of accuracy of calculation and distribution of weekly or bi-weekly employee payroll.
- Ensures compliance with all union contracts and Mass Labor Laws with regards to employee compensation.
- Performs other departmentally related tasks as assigned.
Knowledge, Skills and Abilities:
Ability to interpret complex regulations and statutes.
Must have the ability to operate computers, computer programs and standard MS Office product set.
Advanced Excel skills are required.
Knowledge of GAAP, GASB or other relevant regulations and an ability to implement those principles.
Ability to develop written procedures in a clear and concise format.
Ability to communicate, both orally and in writing, in a clear and concise manner.
Ability to properly use and instruct others in the proper use of the Authority’s computer systems relating to the department.
Necessary financial management skills to contribute to the efficient operation of the department.
Ability to analyze statistical data and determine trends as needed.
Ability to deal with people in a sensitive, confidential, and effective manner. Ability to interact with various personalities.
Ability to multi-task in a fast-paced environment while maintaining focus on the established objectives.
Qualifications:
Prior experience in finance required, housing sector finance experience preferred. A bachelor’s degree in a relevant field is required. Preference will be given to candidates with knowledge of restricted fund accounting and multi-program management.
