Position Summary
The Regional Director – HIV & Community Health Services is a senior executive responsible for providing strategic leadership, operational oversight, and clinical support for multiple outpatient healthcare clinics throughout Florida. Reporting directly to the Chief Executive Officer (CEO) and Chief Clinical Officer (CCO), this position is responsible for driving operational excellence, supporting clinical performance, ensuring regulatory compliance, advancing quality initiatives, and achieving financial and organizational goals.
Working collaboratively with executive leadership, providers, and administrative teams, the Regional Director provides oversight and direction to regional clinical and operational teams to ensure the delivery of high-quality, patient-centered care. This leader also serves as the organization's representative with community partners, healthcare organizations, and government agencies while identifying opportunities to expand services, strengthen strategic partnerships, and grow the organization's presence in new and existing markets across Florida.
The ideal candidate is an accomplished healthcare executive with extensive experience in HIV care, Hepatitis C (HCV), infectious diseases, ambulatory healthcare operations, public health, community health, business development, and healthcare leadership.
Essential ResponsibilitiesExecutive Leadership & Regional Operations
- Provide executive leadership and operational oversight for multiple outpatient healthcare clinics throughout Florida.
- Direct and support regional clinic administrators, operational leaders, and multidisciplinary clinical teams to ensure consistent, high-quality healthcare delivery.
- Provide leadership, guidance, and accountability to clinical and operational teams while fostering collaboration between providers, nursing, administrative, and support staff.
- Partner closely with the Chief Clinical Officer, Medical Directors, Physicians, Advanced Practice Providers, Nursing Leadership, and other clinical leaders to ensure alignment of operational and clinical priorities.
- Develop and implement operational strategies that improve efficiency, patient access, quality of care, and organizational performance.
- Establish and monitor key performance indicators (KPIs) for operational, financial, clinical, and patient experience outcomes.
- Standardize policies, procedures, and workflows across all clinic locations to promote consistency and operational excellence.
- Lead organizational initiatives that improve patient access, workforce engagement, and service delivery.
Clinical Leadership & Quality Oversight
- Provide executive oversight and operational direction to clinical teams to ensure delivery of evidence-based, patient-centered healthcare services.
- Support clinical leaders in achieving quality, safety, compliance, and patient outcome goals.
- Collaborate with the Chief Clinical Officer and Medical Directors to evaluate clinical performance and implement quality improvement initiatives.
- Ensure clinical programs support best practices in HIV prevention and treatment, Hepatitis C screening and treatment, STI prevention and treatment, PrEP, PEP, primary care, and preventive health services.
- Promote initiatives that improve patient engagement, retention in care, medication adherence, viral suppression, and overall population health outcomes.
- Foster collaboration between clinical and operational teams to optimize patient flow, access, continuity of care, and patient satisfaction.
Strategic Growth & Business Development
- Develop and execute regional growth strategies that expand healthcare services throughout Florida.
- Identify opportunities to establish new clinic locations, expand existing services, and enter new geographic markets.
- Evaluate demographic trends, market conditions, referral patterns, and community health needs to support strategic planning.
- Collaborate with executive leadership on acquisitions, partnerships, affiliations, and new business opportunities.
- Build relationships with hospitals, physician groups, healthcare systems, employers, managed care organizations, and community providers to strengthen referral networks and increase market presence.
- Support initiatives that improve patient volume, service utilization, and organizational sustainability.
Government Relations, Community Partnerships & Public Health
- Represent the organization with local, county, regional, and state governmental agencies, healthcare organizations, professional associations, and community stakeholders.
- Develop and maintain collaborative relationships with the Florida Department of Health, county health departments, hospitals, community-based organizations, educational institutions, and other strategic partners.
- Participate in healthcare coalitions, advisory boards, conferences, networking events, and community initiatives on behalf of the organization.
- Promote the organization's mission while strengthening partnerships that improve healthcare access and reduce health disparities.
- Lead and support public health outreach initiatives focused on HIV prevention, Hepatitis C awareness, STI prevention, education, screening, testing, linkage to care, and community engagement.
Regulatory Compliance & Performance Improvement
- Ensure compliance with all applicable federal, state, and local healthcare regulations and standards.
- Maintain compliance with HIPAA, OSHA, CMS, CLIA (where applicable), Florida Department of Health regulations, and organizational policies.
- Lead continuous quality improvement initiatives focused on clinical outcomes, patient safety, operational efficiency, and patient satisfaction.
- Ensure readiness for audits, licensing reviews, inspections, and accreditation activities.
Financial & Operational Performance
- Develop, manage, and monitor regional operating budgets.
- Analyze financial, operational, and productivity data to improve organizational performance.
- Partner with executive leadership to identify opportunities for revenue growth, cost containment, operational efficiencies, and resource optimization.
- Ensure responsible stewardship of organizational resources while maintaining exceptional quality of care.
Leadership & Talent Development
- Recruit, mentor, coach, and develop regional leaders, clinic administrators, and management teams.
- Build high-performing, accountable teams that embrace collaboration, innovation, and continuous improvement.
- Conduct performance evaluations and support leadership development and succession planning.
- Lead organizational change initiatives and foster a culture of excellence, accountability, and service.
Required Qualifications
- Bachelor's degree in Healthcare Administration, Public Health, Nursing, Business Administration, or a related field.
- Master's degree (MHA, MPH, MBA, MSN, or related field) strongly preferred.
- Minimum of seven (7) years of progressive healthcare leadership experience, including multi-site healthcare operations.
- Minimum of five (5) years leading multiple outpatient clinics, ambulatory care centers, or regional healthcare operations.
- Demonstrated leadership experience in HIV care, Hepatitis C (HCV), infectious diseases, primary care, public health, community health, or related healthcare programs.
- Experience providing leadership and operational oversight to multidisciplinary clinical teams.
- Strong knowledge of healthcare operations, clinical performance management, quality improvement, regulatory compliance, and population health.
- Experience leading community health outreach, patient engagement, prevention, and health education initiatives.
- Proven success in business development, strategic planning, market expansion, and organizational growth.
- Experience representing an organization before local, county, state, and regional agencies, healthcare organizations, and community stakeholders.
- Strong financial management, budgeting, operational planning, and analytical skills.
- Excellent leadership, communication, presentation, negotiation, and relationship-building abilities.
- Experience with Electronic Health Record (EHR) systems and healthcare analytics.
- Valid Florida driver's license with reliable transportation.
- Ability and flexibility to travel up to 50% throughout the State of Florida, including occasional overnight travel, to support clinic operations, business development, community outreach, executive meetings, and engagement with healthcare partners and government agencies.
Preferred Qualifications
- Executive leadership experience in HIV, infectious disease, Hepatitis C, public health, or community health organizations.
- Experience leading integrated primary care or specialty ambulatory healthcare organizations.
- Knowledge of Florida healthcare systems, reimbursement models, and public health initiatives.
- Experience developing strategic partnerships with healthcare providers, governmental agencies, and community organizations.
- Bilingual in English and Spanish or English and Haitian Creole preferred.
