Orion Solutions, LLC is actively seeking an Organic Repair Capability Assessment (ORCA) Team Lead, supporting a government customer in San Diego, CA.

JOB DESCRIPTION:

The ORCA Team Lead will lead the Organic Repair Capability Assessment team responsible for coordinating, scheduling, conducting, and documenting shipboard ORCA assessments and related training visits in support of Commander Naval Surface Force, U.S. Pacific Fleet (CNSP) Readiness Assessment Training Team (RATT) ship visits. This role will assess ship organic repair capability, workshop configuration, Industrial Plant Equipment (IPE), maintenance practices, training gaps, material deficiencies, and fleet sustainability shortfalls, while providing actionable recommendations to ship leadership, TYCOM stakeholders, and designated Government data managers.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

Understand and provide guidance on shipboard technical data such as: Technical manuals, EOSS, safety procedures, approved maintenance procedure, technical diagrams.
Independently or leading a team of engineering SME's, will provide relevant shipboard training tailored to an individual ship while informing schoolhouse, waterfront trainers and assessors of fleet-validated learning needs, to improve Sailor performance and enhance mission readiness, ultimately resulting in a more self-sufficient fleet.
Conduct Fleet Organic Repair Capability Assessments (ORCA) to provide a baseline review of a ship’s self-sufficiency capability and fleet sustainability.
Coordinate pre-visit requirements, assigning team responsibilities, conducting shipboard assessment activities, and ensuring complete and accurate post-visit deliverables.
Compile issue trends to target known and potential problems that are addressed by the training community.
Assist ships force with troubleshooting, repairing or testing U.S. Navy ship structural, mechanical or electrical equipment/systems and U.S. Navy shipboard Gas Turbine Engines associated with propulsion and electricity generation.
Communicating the findings of the above troubleshooting/assessments with official reports.
Provide Technical expertise during various assessment and certification evolutions, such as LOA/INSURV.
As part of an onboard technical assist visit, provide ships force with on-the-job training (OJT).
Assist with the identification of required repair parts necessary to correct system malfunctions.

EDUCATION:

· Bachelor of Arts/Bachelor of Science (Associate degree, Navy technical training, or equivalent operational experience may also qualify).

MINIMUM SKILL REQUIREMENTS AND QUALIFICATIONS:

A minimum of fifteen (15) years of supervisory experience in analyses, information system operations, and implementation of technical projects.
At least one tour of duty with maintenance/training staff experience at one or more of the following assignments: Immediate Superior In Charge (ISIC), Type Commander (TYCOM), Afloat Training Group, Navy Safety Center Analyst; INSURV Assessor
At least seven (7) years of demonstrated experience in a management role.
Technical Navy maintenance, engineering, repair, or assessment training is highly desired.
Must be knowledgeable of Navy ship depot-level maintenance processes and the theory and workings of surface ship maintenance processes.
Must be knowledgeable of organic repair capability requirements, workshop systems, special tools, repair rates, critical NECs, and fleet sustainment considerations.
Must have experience independently or leading a team to accomplish formal material condition assessments (i.e. LOA, INSURV, or similar).
Experience as a Maintenance & Material Management Coordinator (3MC) (preferred).
Experience at Intermediate Maintenance Activity including experience with Quality Assurance (preferred).
9502 Instructor NEC/MTS-ATS preferred.
Proven proficiency in PC skills, including Microsoft Office Suite.
Demonstrated strong interpersonal, consulting/client management, negotiation, and collaboration skills.
Demonstrated strong organizational skills with attention to detail.
Demonstrated strong written and verbal communication skills.
Proven strong ability to work in a deadline-oriented environment.
Hold Current Secret Clearance or able to obtain Secret Clearance.
US Citizenship required.
Location: San Diego, CA.
Travel: 15% - 40% of the time.

PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:

Must be able to spend extended periods on your feet while instructing and performing assessments.
Work may be performed in office environments, shipboard spaces, industrial maintenance facilities, shipyards, or waterfront operations areas.
