The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.
Primary Responsibilities
The Frontend Engineering Lead serves as the technical leader for frontend engineering and design system development within a cross-functional delivery team. This role combines hands-on frontend development with technical leadership, mentorship, architecture guidance, and delivery support. You will help shape the engineering direction of user-facing applications while partnering closely with product managers, UX designers, backend engineers, and federal stakeholders to deliver accessible, scalable, and intuitive digital experiences.
With minimal oversight, you will guide frontend architecture decisions, establish engineering standards, and lead a small team of frontend engineers. You will serve as a trusted technical leader who promotes engineering excellence, improves delivery processes, and helps ensure consistent, high-quality user experiences across multiple applications.
Primary expectations include:
- Lead the architecture, design, and development of modern Angular applications and shared frontend platforms.
- Own the organization's design system implementation, building reusable UI components, patterns, and frontend libraries that enable backend engineering teams to rapidly deliver consistent user experiences.
- Partner closely with UX designers to translate visual designs into scalable, accessible, and maintainable component libraries while ensuring consistency across products.
- Lead and mentor a small team of frontend engineers through technical coaching, code reviews, architecture guidance, and career development.
- Establish frontend engineering standards, coding conventions, accessibility practices, testing strategies, and component governance.
- Drive frontend architecture decisions while balancing scalability, maintainability, usability, and delivery timelines.
- Collaborate closely with backend engineers to define frontend integration patterns and consume RESTful APIs using published OpenAPI specifications.
- Build responsive, accessible, and performant web applications using Angular, TypeScript, JavaScript, HTML, and CSS.
- Champion accessibility by ensuring applications meet WCAG 2.1 AA standards and follow modern frontend best practices.
- Partner directly with product managers, designers, customers, delivery leads, and federal stakeholders to understand user needs, communicate technical solutions, and help organize engineering work across the team.
- Facilitate technical design discussions, author Architecture Decision Records (ADRs), and present frontend architecture recommendations to engineering teams and stakeholders.
- Drive continuous improvement across frontend tooling, automated testing, CI/CD pipelines, performance optimization, and developer experience.
- Diagnose and resolve complex frontend production issues while implementing long-term improvements to reliability, maintainability, and user experience.
- Support technical hiring through interviews, candidate assessments, onboarding, and mentoring new engineers.
Basic Qualifications
- 7+ years of professional software engineering experience and a Bachelor's degree, or equivalent additional experience in lieu of a degree.
- Must meet federal suitability requirements and pass a background investigation as a condition of employment.
- Demonstrated experience leading frontend engineering efforts or serving as a technical lead.
- Expert experience with Angular, TypeScript, JavaScript, HTML5, CSS3, and responsive web development.
- Proven experience building and maintaining enterprise design systems, reusable component libraries, or shared UI frameworks.
- Strong understanding of frontend architecture, component-driven development, state management, and scalable UI patterns.
- Experience integrating frontend applications with RESTful APIs and published OpenAPI specifications.
- Experience with Git, GitLab, CI/CD pipelines, and modern frontend development workflows.
- Strong understanding of WCAG 2.1 AA accessibility standards and accessible application development.
- Experience collaborating closely with UX designers, product managers, and backend engineering teams.
- Demonstrated experience mentoring engineers and leading technical initiatives.
- Excellent written and verbal communication skills, including the ability to explain technical concepts to non-technical audiences, customers, and federal stakeholders.
- Strong organizational, collaboration, and customer-facing leadership skills.
Preferred Qualifications
- Prior experience supporting federal civilian agencies or government digital services programs.
- Experience implementing or maintaining design systems using Angular Material, USWDS, Storybook, or similar component frameworks.
- Experience with frontend testing frameworks such as Cypress, Playwright, Jest, or Karma.
- Familiarity with AWS-hosted web applications and cloud-native architectures.
- Familiarity with backend technologies such as Java or Python sufficient to collaborate effectively with backend engineering teams.
- Experience with microfrontend architectures or enterprise frontend platforms.
- Exposure to SAFe or Agile software delivery environments, including PI Planning and cross-functional team coordination.
- Experience integrating with platforms such as Login.gov, Pay.gov, identity providers, or authentication services.
- Proven experience leading cross-functional frontend initiatives from concept through production.

In support of various state and city equal pay transparency laws, the starting salary range for this position is $100,000 - $130,000. Actual compensation is influenced by factors including experience, skills, certifications, education, and overall qualifications.
