Full Job Description

RESPONSIBILITIES:

1. Manages the recruiting process to include: Assist with posting of positions, as needed; collect resumes/applications, screen and interview applicants; administer pre-employment assessments as well as background screening and assist managers with the interview process.

2. Develops, maintains and evaluates job descriptions as needed.

3. Maintains complete and accurate records, reports and files for the efficient and legal administration of personnel-related functions.

4. Maintains all employee personnel files and confidential information.

5. Performs the orientation process for new employees.

6. Assists employees with enrollment into various benefit plans, life events, loan payoffs and contribution changes.

7. Assists beneficiaries with entitlement to death benefits of deceased employees.

8. Track DOT re-certifications monthly; contact and follow-up on necessary procedures and paperwork.

9. Maintains all records and reports related to the Cooperative’s drug and alcohol testing program.

10. Participates in the development of policies and procedures as needed in conjunction with the CEO and communicates additions or changes to employees. Reviews policies periodically to determine if revisions are needed.

11. Provides guidance and assistance to employees and managers in resolving personnel problems.

12. Counsels employees and conducts disciplinary meetings.

13. Investigates employee complaints and makes recommendations to the CEO for resolution.

14. Terminates personnel in accordance with approved policies, subject to the CEO’s approval.

15. Counsels management and employees in the interpretation and application of human resource policies and procedures and keeps the CEO informed of significant issues.

16. Makes recommendations for other incentive programs to allow the cooperative to recognize employees for exemplary services.

17. Maintains confidentiality of all data involving human resources and benefit information of each employee.

18. Performs other duties as assigned or directed.

KNOWLEDGE, SKILLS, AND ABILITIES:

1. Knowledge of laws and regulations pertaining to pension plans, workers’ compensation and other employee-related items.

2. Knowledge of report preparation guidelines for OSHA and workers’ compensation.

3. Must be able to interpret laws and regulations for pension plans, OSHA, workers’ compensation and other benefits.

4. Must be able to interpret government regulations to ensure compliance.

5. Knowledge of Excel spreadsheets, Word processing, Power Point and database management tools.

6. Ability to organize, prioritize and multi-task.

7. Must be able to exercise discretion and use sound judgment in dealing with people and confidential information.

8. Must be a self-starter who can develop ideas, propose plans and execute them with a minimum amount of direct guidance and supervision.

9. Must be skilled in verbal and written communications, able to prepare data with accuracy and detail and plan effectively.

10. Must have strong interpersonal and communication skills with the ability to present ideas and motivate others in pursuing organizational goals and objectives of the cooperative.

11. Must be a good listener.

12. Must be especially skilled in areas of human relations, personnel administration, organizational planning, wage and salary administration and be able to apply the latest techniques in these areas.

13. Must be skilled in conducting interviews for the purpose of effectively selecting qualified candidates for job openings.

14. Must be able to understand the cooperative’s personnel policies and procedures and be able to interpret them for other staff personnel.

15. Must have the ability to handle a variety of diverse tasks and organize work to meet deadlines.

16. Must be able to meet people easily and win employees’ and retirees’ confidence. Must be able to work with all cooperative employees in the best interest of the Cooperative and to speak and make group presentations.

17. Ability to perform work under pressure for deadlines.

18. Ability to maintain professional composure, tact, patience and courtesy at all times.

19. Ability to remain calm under pressure.

EXPERIENCE/EDUCATION:

· Bachelor’s degree with emphasis in Human Resources or related field, or equivalent work experience is required.

· HRCI/SHRM certification preferred.
