Full Job Description

The Real Property Specialist shall support base civil engineer responsibilities concerning real property acquisition, management, accounting, reporting, facility use, disposal, and FIAR readiness.

Responsibilities:

Essential Duties & Job Functions:

Performs a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property.
Responsible for real property inventory maintenance, reporting, and data analysis.
Reconciles annually all real property records with all entities/agencies/departments that occupy, maintain, or operate facilities or land for which the Air Force has real property accountability.
Performs all Financial Improvement and Audit Readiness (FIAR) actions such as Existence and Completeness (E&C) within prescribed timelines.
Assists with real property inventory file maintenance both in the APSR and jacket files.
Determines the need for and takes actions to out-grant Air Force Real Property.
Implements the appropriate Air Force guidance such as AFI 32-9003 Granting Temporary use of Air Force Real Property and the Real Estate Transaction (RET) Playbook to complete in-grants and out-grants such as leases, permits, easements, and licenses.
Maintains and updates the Real Estate Grant Tracker to include a list of grants with the grantees’ names along with the amount grantees owe annually.
Conducts and processes annual compliance inspections for grants including evaluating both the APSR and jacket files. Performs any necessary updates as needed.
Coordinates with a variety of entities on base such as Environmental flight and Legal office.
Supports space accountability activities as required to ensure that real property records show accurate building occupancy.
Prepares real property key supporting documents (KSDs), reports, and presentation materials as required.
Prepares for and supports audits, evaluations, staff assistance visits, and inspections as necessary.
Responds to customer inquiries with accuracy in a timely manner.
Performs deep level research to analyze asset history, assess situations, and make corrective actions.
Ability to provide coaching and guidance to Real Property Technician(s).
Ability to delegate and assign tasks as appropriate to Real Property Technician(s).
Develop, maintain, and update Geographic Information System (GIS) databases; obtain data from city, state, federal and private sources;
Receive and review maps, land parcel records and engineering documents.
Conducts related field work, as needed, to develop and maintain the GIS database.
Identify pertinent GIS information and convert data into proper GIS formats.
Ensure accuracy and completeness; enter data into databases; and update essential GIS layers and databases.
Create a variety of maps and GIS related documents.
Provide expertise in GIS hardware and software products.
Provide technical support to GIS users.
Coordinates and communicates with Real Property Master Planning staff regularly to ensure synchronization and reconciliation of GIS data with the Real Property Inventory (RPI), and to provide all GIS products and services required to meet real property audit readiness standards, and any data calls issued by higher Head Quarters (HQ).
Ensures all work meets QAP compliance, data management standards, attribution standards and GIS data security, and/or restriction measures.
Validates geospatial data layers for compliance with the respective temporal representation guidance in the QAPs.
Completes quality control of each geospatial data layer and associated metadata.
Submits data to the functional SME for review of completeness and accuracy.
Submits data to the IGI&S manager for review.
Conduct reviews of QAPs for geospatial data layers.
Other duties as assigned.

Job Requirements:

Mandatory:

United States Citizenship required for computer access.
Minimum of three years’ experience in real property. Experience should include assistance in research of legal documents, investigating facts, or assisting in preparing legal documents.
Must attend AFIT Real Property Management Couse WMGT 424 within 12 months of being assigned to the position.
Knowledge of federal government real property procedures, including AFI 32-9001 Acquisition of Real Property, AFI 32-9002 Use of Real Property Facilities, AFI 32-9004 Disposal of Real Property, and AFI 32-9005 Real Property Accountability.
Ability to use Microsoft Office programs (Word, Excel, PowerPoint) at an intermediate level.
Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
Ability to acquire and maintain government identification/common access card.
Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
Valid state Driver’s License with acceptable driving record pertinent to the position.
Ability to successfully pass any background checks and/or drug testing required on the contract.
U.S. Citizenship.
Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).

Preferred:

Bachelor's degree in business administration, supply chain management or related fields preferred.
Three (3) or more years of Air Force real property or related experience.
Experience working in USAF Civil Engineer Squadron, logistics, or government property.
Proficient in using NexGen IT.
Prior experience supporting a military installation.

Working Conditions:

Work hours are subject to change, with work over 40 hours per week, weekend and/or holiday work as necessary.
May be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.

Physical Requirements:

Work is typically sedentary in nature and performed in an office setting.
Must be able to sit for extended periods of time
May be required to lift up to 35 pounds.
