Job Summary: This job is responsible for overseeing, advising, directing, supporting, and managing multiple programs that fall under the Cultural Resources Department. The Director will maintain policies, procedures, and guidelines for the Table Mountain Rancheria Archives, Library, and Collections.
The following is a list of essential duties and responsibilities for this position. It is not all-inclusive, other duties and responsibilities may be added as needed and management may modify this job description when appropriate.
Essential Duties and Responsibilities:
- Oversee the day-to-day operations of the Cultural Resources Department to implement the directives and vision of the Tribal Council. This will require regular communication with the Tribal Council and the Director of Tribal Governmental Affairs through in-person presentations and email as needed.
- Maintain appropriate financial and procurement records.
- Manage all issues related to Tribal cultural resources and activities, both internal and external to the Tribe, including work with contractors, Federal and State agencies, and partnerships with institutions and other organizations.
- Coordinate and oversee the policies and procedures for related programs.
- Collaborate with other Tribal Government Departments and Project Consultants as needed.
- Develop partnerships and collaborations with relevant educational, professional, and business organizations.
- Understand and interpret complex laws and regulations, policies, and guidelines as they apply to the day-to-day responsibilities of the Cultural Resources Department.
- Advise and oversee programs related to Tribal representation, cultural and historic preservation, educational outreach, the museum project, and archives and records management with an emphasis on documentation, advocacy, cultural sensitivity, and Tribal sovereignty and confidentiality.
- Oversee compliance with State and Federal regulations and procedures under the authority of Tribal Council, including but not limited to the following:
- Administer Federal assistance for Tribal Historic Preservation.
- Ensure that Federal and State agencies and local governments meet their historic preservation responsibilities.
- Consult with Federal agencies on Federal undertakings, according to Section 106 of the National Historic Preservation Act (NHPA), that may affect tribal historic properties and, on any plans, to protect, manage, reduce, or mitigate harm to such properties.
- Cooperate with the Bureau of Indian Affairs, the Advisory Council on Historic Preservation, and other Federal and State agencies, such as the California State Historic Preservation Officer, local governments, organizations, and individuals to ensure that Tribal historic properties are taken into consideration at all levels of planning and development.
- Identify and nominate properties to the National Register of Historic Places and administer applications for listing in the National Register.
- Maintain property records and maps of cultural and historic sites in cooperation with Staff Archeologist and GIS specialist.
- Ensure compliance with Table Mountain Rancheria’s Cultural Resources Memorandum.
- Provide public information, education, training, and technical assistance in historic preservation.
- Oversee archeological surveys and inventories of Tribal historic properties that are required for the fee to trust process.
- Conduct Native American Graves Protection and Repatriation Act (NAGPRA) and Archeological Resources Protect Act (ARPA) enforcement related duties.
- Under the direction of Tribal Council, facilitate Table Mountain Rancheria’s work with the Central California Yokuts NAGPRA Coalition.
Supervisory Responsibilities
Supervises multiple employees in the Cultural Resources Department. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education/Experience
- Master’s degree in Museum Studies, Museum Administration, Anthropology or History.
- Experience working with Tribal Governments and Communities
- Minimum five (5) years working with Preservation, Museums, Educational Institutions or Cultural Organizations
- Minimum five (5) years of grant writing, as a lead writer or research assistant
- Experience with academic work preferred, including but not limited to teaching, conference presentations, public speaking, exhibition curation in museums, universities, and non-profit art and cultural spaces.
Knowledge, Skills, and Abilities
- Thorough Knowledge of the history of California and its socio-economic, cultural, environmental, and political variables.
- Thorough Knowledge of the history and culture of Central Valley Native communities, including Yokuts and Western Mono Tribes and bands.
- Knowledge and Experience with the implementation of Federal and State regulations, including but not limited to:
- Native American Graves Protection and Repatriation Act; National Historic Preservation Act, particularly Section 106; National Environmental Policy Act; Antiquities Act; American Indian Religious Freedom Act; Clean Water Act; Clean Air Act.
- Knowledge of planning, development, and monitoring budgets.
- Ability to perform detailed work with a high degree of accuracy on multiple, concurrent tasks with frequent interruptions and work under changing deadlines.
- Demonstrated ability to use tact, discretion, and courtesy when dealing with co-workers, the public, and other stakeholders encountered during the department’s activities.
- Exceptional interpersonal, organizational and communication skills, reflecting integrity, respect, commitment to confidentiality, sound judgement, and decision-making under the authority of Tribal Council.
- Ability to follow instructions when responding to management direction while adapting to frequent changes, delays, and unexpected events in addition to concurrent requests.
- Ability to perform all aspects of museum work with the objective of eventually delegating responsibilities and tasks as the museum’s staff grows.
- Ability to learn and follow complex written policies, procedures, and compliance guidelines.
- Strong time management skills and ability to meet deadlines.
- Demonstrated ability to research, write, and secure Federal, State, and private foundation funding and grants.
- Knowledge of Archival and Records Management standards and best practices
- Demonstrated record of publishing with the ability to produce a variety of texts, from academic essays, articles, and reports to exhibition catalogs, press releases, museum didactic materials with an emphasis on clarity and accuracy.
- Proficiency with Microsoft 365 Suite, including Word, Outlook, Excel, and PowerPoint, electronic databases like Past Perfect and related software. Proficiency with Adobe Creative Suite.
