Full Job Description

DPI Staffing is seeking an experienced and knowledgeable Project Manager to support a local government drinking water utility client in managing and enhancing its cultural resources compliance and planning initiatives.

This two-year contract position will support the development and implementation of a comprehensive Historic Properties Management Plan (HPMP) to ensure compliance with federal, state, and local requirements related to built, archaeological, and traditional cultural resources.

The Project Manager will work under the direction of the Cultural Resources Manager and will play a significant role in the development of internal procedures, tools, and training to embed cultural resources management into the utility’s existing processes and systems. This position will involve coordination with Tribal Nations, the Oregon State Historic Preservation Officer (SHPO), consultants, and internal stakeholders across multiple departments.

Ideal candidates will have a background in archaeology, anthropology, architectural history, or a related discipline, and bring demonstrated experience navigating regulatory frameworks such as Section 106 of the National Historic Preservation Act (NHPA), the Federal Energy Regulatory Commission (FERC) hydroelectric relicensing process, and relevant state and local preservation laws.

Pay: 40-43/hr

Schedule: 8.30 am to 5 pm ,Monday-Friday

Work Schedule: Hybrid

Responsibilities:
FERC Hydroelectric Relicensing – Cultural Resources Compliance

o Under the direction of the Cultural Resources Manager, track and coordinate required activities related to cultural resources under FERC’s Integrated Licensing Process.

o Coordinate with Tribal Nations and consultants conducting studies on properties with traditional, religious, and cultural importance.

o Review consultant deliverables for accuracy and compliance using subject matter expertise.

o Research, interpret, and advise management on the application of laws, regulations, and guidance regarding cultural resources management.

Engagement with Tribal Nations and SHPO

o Support communications and consultation with Tribal Nations and SHPO.

o Draft correspondence, reports, submittal forms, and other cultural resources compliance documentation.

o Prepare for meetings, participate in discussions, track action items.

o Maintain a database of contacts.

o Manage the NHPA Section 106 consultation process for federal undertakings, including FERC hydropower relicensing.

Historic Properties Management Plan (HPMP)

o Support development and implementation of an HPMP in compliance with FERC and SHPO requirements.

o Manage internal and external review timelines.

o Provide recommendations to management on key decisions.

o Develop training materials, SOPs, templates, and tools to support implementation of the HPMP.

o Coordinate cultural resources compliance education and training opportunities for staff.

o Provide guidance and support to staff and management to ensure smooth operationalization of the HPMP.

Cultural Resources Management for Utility Projects

o Review project plans to identify cultural resource compliance needs.

o Advise project managers and coordinate early-stage planning to ensure timely compliance.

o Develop or oversee the development and maintenance of a tracking tool for cultural resources compliance across utility projects.

o Manage Section 106 and city/state-required consultation activities for ongoing projects as needed.

o Provide strategic guidance to management where cultural resource compliance requires interpretation, weighing of alternatives, or navigating ambiguity in regulatory language or precedent.

o If qualified as a Registered Professional Archaeologist or equivalent:

Conduct pedestrian surveys and prepare associated documentation as needed.
Evaluate archaeological site records and recommend monitoring strategies; develop monitoring plans where necessary.

Qualifications

Strongly preferred:

Academic background or professional training in archaeology, anthropology, architectural history, or related field.
Demonstrated experience with federal and State of Oregon cultural resource requirements, especially NHPA Section 106.
Experience working with Tribal Nations and state/federal agencies on cultural resource issues.
Strong project management and organizational skills.
Excellent communication skills, both written and verbal.
Ability to synthesize technical information and provide practical guidance to non-specialist stakeholders.
Ability to exercise sound judgement in complex regulatory environments, including the ability to advise management on complex decisions where nuanced interpretation of regulations, context, and stakeholder needs is required.

Additional qualifications considered advantageous:

Experience with utilities or local government.
Experience with FERC regulatory processes, especially hydroelectric relicensing.
Previous experience in HPMP development or implementation.
Registered Professional Archaeologist or equivalent credentials.
