Full Job Description

SUMMARY

Under the general supervision of the County Treasurer or Chief Deputy County Treasurer, assists in all daily operations/statutory duties of the office. Assists the general public over the counter, by telephone, by e-mail, or by mail. Performs various account keeping tasks associated with collecting and receipting money from the general public, County offices, and various outside agencies and entering and reconciling these and other transactions in the financial system. Also performs specialized work requiring review of property ownership records, and associated research and findings to determine eligibility for Principal Residence Exemption.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Requirements include the following:

· High school diploma and two years of experience in general bookkeeping, including posting entries, and making mathematical calculations.

· The County, at its discretion, may consider an alternative combination of formal education and work experience.

· Michigan Vehicle Operator’s License.

· Knowledge of the principles and practices of bookkeeping and the ability to apply this knowledge to calculating property taxes, researching property titles and deeds, processing and collecting property taxes, including delinquent taxes and forfeiture/foreclosure of properties, maintaining County tax records, and receipting payments.

· Ability to learn applicable local, state, and federal laws, rules, and regulations as they relate to property taxes and forfeiture/foreclosure of properties for property owners and the County.

· Demonstrated ability to maintain professional integrity and respect for property owners, including the ability to effectively meet and deal with the public.

· Skill in assembling and analyzing data and preparing accurate reports.

· Skill in effectively communicating ideas and concepts orally and in writing.

· Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, and the public.

· Skill in the use of office equipment and technology, including Microsoft Suite and financial applications used by Treasury and the ability to learn new technologies

ESSENTIAL DUTIES AND RESPONSIBILITIES

This list may not be inclusive of the total scope of job functions to be performed. Duties and responsibilities may be added, deleted, or modified at any time.

1. Provides comprehensive customer service, including delivery of accurate, prompt, and courteous assistance, guidelines and standard practices to internal and external customers, both verbally and in writing.

2. Receives and posts payments of delinquent taxes, fees, and licenses from the general public and issues receipts.

3. Balances accounts, prepares and verifies daily reports, prepares bank deposits. Performs remote check capture of deposits to bank. May deliver deposits to the local banks.

4. Operates a computer terminal to compile data, run printouts and generate required reports. Checks computer reports against all accounts posted daily to assure accuracy, making corrections and changes as needed.

5. Assists with public computer(s). Responsible for troubleshooting and providing assistance and guidance to customers.

6. Prepares and mails delinquent tax notices, dog license renewals, tax bills and other documents in accordance with prescribed deadlines.

7. Assists walk-in visitors or phone callers with their accounts, answering various questions knowledgeably of needed action regarding their specific accounts, providing information about available requirements, fees and general tax information. Replies to correspondence received by the office, as needed.

8. Investigates, calculates and compiles tax information as needed and issues up-to-date tax history information.

9. Prepares tax histories, reviews real estate tax records and issues tax certifications to the Register of Deeds Office for completion of various sales transactions.

10. Reconciles County bank accounts and investment accounts. Prepares journal entries as needed for reconciliation. Compiles data for periodic reports.

11. Draws out legal descriptions of property to locate same in tax rolls.

12. Certifies taxes paid on deeds and other legal documents that include a warranty clause conveying an interest in property, land divisions, deciphering legal descriptions, and locates on tax maps/rolls. Certifies taxes are paid for land divisions.

13. Assists with the tax settlement process involving the City, townships and villages.

14. Assists with the requirements of being an opt-in County (Foreclosing Governmental Unit).

15. Assists the Chief Deputy Treasurer with creating and processing current tax bills twice per year, monitoring bankruptcy cases and other ongoing workload.

16. Orders checks, cash refunds from Tax Tribunal decisions, approves Principal Residence Exemptions, uncapped taxes, etc.

17. Assists with State Tax Tribunal requirements within thirty days of the order and Board of Review changes. Either adds or subtracts amounts from current and delinquent taxes, adds to tax roll and makes financial adjustments.

18. Reviews property records and obtains extracts of pertinent data for documentary evidence. Gathers information from a variety of sources to locate property owner and verify eligibility for Principal Residence Exemption.

19. Applies the Michigan Department of Treasury PRE Guidelines. Investigates and researches to verify legitimate exemptions. Sends an audit letter and questionnaire to any person claiming a questionable PRE exemption.

20. Assists the Chief Deputy Treasurer in determining invalid PRE exemptions and issuing denials.

21. Works collaboratively with other County employees and government entities to research and resolve issues.

22. Reviews technical and legal documents, determines and takes appropriate action within established guidelines.

23. Enters, verifies, and reconciles account information and customer data. Establishes, monitors, maintains, and closes customer files as necessary.

24. Sorts, files, and maintains material and filing systems (paper, computer, or imaging), retrieves file material, and keeps a record of file movement.

25. Performs the duties of other Treasurer’s Office personnel as workloads, temporary absences or emergencies dictate.

26. Performs various clerical functions such as filing, typing forms and letters, and ordering office supplies.

27. Performs other duties as required.

While performing the duties of this job, the employee is regularly required to communicate in person and by telephone, read regular and small print, view and produce written and electronic documents, and enter data on a computer keyboard with repetitive keystrokes. The employee must be mobile in an office setting, stand, sit, stoop and kneel, use hands to finger, handle, or feel, and reach with hands and arms. The employee must lift or push/pull objects of up to 20 lbs. without assistance. Accommodation will be made, as needed, for office employees required to lift or move objects that exceed this weight.
