Full Job Description

Background

Climate finance has become a central pillar of international efforts to support climate adaptation, resilience-building and the implementation of Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs). Despite the growing availability of climate finance through multilateral climate funds, development banks and bilateral mechanisms, many developing countries, particularly Least Developed Countries (LDCs), Small Island Developing States (SIDS) and other vulnerable countries, continue to face significant institutional and technical barriers in accessing and mobilizing these resources.

National Meteorological and Hydrological Services (NMHSs) play a critical role in supporting climate finance mobilization by providing the climate data, information, analysis and knowledge required for evidence-based decision-making, investment planning and climate risk management. Recognizing this role, the WMO has developed methodologies, technical guidance and capacity-development activities to strengthen the contribution of NMHSs to climate finance processes. In particular, the publication Enhancing the Role of National Meteorological and Hydrological Services in Mobilizing Climate Finance at the National Level (WMO-No. 1365) provides practical guidance on how NMHSs can contribute to national climate finance planning, investment design, stakeholder engagement and resource mobilization.

Building on the Climate Science Information for Climate Action (CSICA), WMO has been implementing a series of capacity-development activities to strengthen the role of NMHSs in accessing and mobilizing climate finance. In partnership with the China Meteorological Administration (CMA), WMO successfully organized the first Consultative Meeting on Climate Science Information for Climate Finance and the 51st China Study Tour in 2024 and the WMO event on Climate Services to Enhance Access to Climate Finance for Senior Directors of NMHSs in 2025. During the two events, senior directors from NMHSs highlighted common challenges, including limited knowledge and information of climate finance mechanisms, insufficient capacity to develop investment-ready proposals, and the need for continued access to practical guidance, tools and peer learning opportunities.

To respond to these needs and expand the reach and sustainability of its capacity-development efforts, and as part of its 2026 Climate Finance Event Series, WMO is developing a self-paced e-learning course based on WMO-No. 1365. The course is intended for NMHS senior management, climate finance focal points, and professionals engaged in national, regional and international climate finance initiatives. It will translate WMO guidance, methodologies, country experiences, case studies and lessons learned into a structured learning programme consisting of 4–6 thematic modules.

The purpose of this consultancy is to provide instructional design expertise for the development of the self-paced e-learning course. Working closely with the content designer of the course and WMO staff experts, to translate technical content into engaging, learner-centred online learning experiences, ensuring that the course is pedagogically sound, accessible, interactive and aligned with international e-learning standards and best practices, enabling NMHS personnel to strengthen their knowledge and practical skills in climate finance mobilization at national and regional levels.

Duties and Responsibilities

The Consultant will work under the overall supervision of the Head of the Climate Research and Information Section and will report biweekly to the Junior Professional Officer of the Section. The Consultant shall work collaboratively with the complementary consultant appointed by WMO. The completion of certain deliverables is dependent on the timely completion and review of corresponding deliverables produced by the other consultant. The development process will follow an iterative approach, with periodic joint reviews and revisions coordinated by the WMO Secretariat. Under this structure, the Consultant will:

1. Review the course objectives, target audience, technical content and reference materials provided by WMO and the content designer.
2. In collaboration with the content developer and WMO staff, develop the instructional design strategy for the self-paced e-learning course, including the pedagogical approach, learning sequence, learner engagement strategy and assessment approach.
3. Design the instructional architecture for the course, including module structure, lesson flow, storyboards, navigation, learner interactions and assessment strategy.
4. Advise on the most appropriate instructional methods, multimedia elements and interactive learning activities to support the intended learning outcomes.
5. Develop the course in the selected authoring environment, transforming the approved content package into an interactive self-paced e-learning course incorporating multimedia, knowledge checks, scenario-based activities and formative assessments.
6. Ensure that the course complies with SCORM requirements, accessibility standards, usability principles and WMO quality requirements for online learning, and seamless integration with the WMO Moodle platform.
7. Conduct quality assurance testing of the course functionality prior to delivery and address technical or instructional issues identified during the review process.
8. Collaborate closely with the content developer and WMO staff throughout the design, development, review and revision process.

MAINS DELIVERABLES:

1. Inception report detailing instructional strategy; course architecture; module structure; storyboard template; assessment strategy; multimedia approach; development workplan.
2. Complete instructional storyboards for all modules, incorporating approved technical content and specifying learning flow, learner interactions, assessments, multimedia assets, navigation.
3. Draft SCORM-compliant e-learning course for review, including interactive learning activities, multimedia and assessments
4.Final SCORM-compliant course package, incorporating review comments and implemented in the WMO ETRP Moodle platform.
5. Full course content (text and graphics) extracted from the SCORM package and Moodle-based course pages and prepared for translation.
6. Translated course content (Spanish) implemented in the WMO ETRP Moodle. This will require reintegrating the translated text, graphics into SCORM packages and Moodle pages.

Required Skills and Experience

Education:

A university degree (bachelor's or master's) in instructional design, digital illustration, or related field.

Experience:

At least 5 years of experience in instructional design and e-learning course development.

Other Requirements:

Proficiency in using tools such as Articulate Storyline (the applicant must have their own licence if Articulate Storyline is required for the ID’s work), Adobe Captivate, H5P, or similar software for developing SCORM-compliant learning content.
Strong skills in creating engaging visual, audio, and video learning materials, including infographics, animations, and interactive activities.
Understanding of SCORM and xAPI standards, accessibility guidelines (e.g., WCAG 2.1), and best practices for responsive e-learning design.

Languages:

Excellent command of written and spoken English required. Basic knowledge of French and Spanish (both oral and written) is preferred.
Knowledge of another UN language is an asset. (Note: the official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
