Overview
The Internal Auditor plans and conducts risk-based financial, operational, compliance, and advisory engagements that provide independent, objective assurance to Chelan County PUD. This position evaluates governance, risk management, and internal controls to support the District's strategic goals, protect assets, improve operations, and ensure compliance with applicable laws and District policies. Working collaboratively across the organization, the Internal Auditor develops practical recommendations that strengthen business processes and promote continuous improvement. Depending on the level, the position performs audits of increasing complexity, contributes to annual audit planning, and may lead complex engagements, mentor staff, and provide technical guidance.

Responsibilities
- Plan, conduct, and report on risk-based financial, operational, compliance, and IT audits in accordance with Institute of Internal Auditors International Professional Practices Framework (IPPF).
- Evaluate governance, internal controls, and risk management processes while identifying opportunities to improve efficiency, compliance, and operational performance.
- Develop audit findings and practical recommendations, communicate results to management and the Audit Committee, and monitor corrective action plans.
- Review District expenditures for compliance with applicable RCWs, District policies, and established procedures.
- Collaborate with departments on policy development, internal controls, risk assessments, and special projects that strengthen organizational effectiveness.
- Support the District's annual risk assessment and audit planning process; Senior-level incumbents also lead complex audits, mentor staff, and provide technical guidance
Qualifications:
Internal Auditor I:
- Bachelor's Degree (B.S., B.A.) in Finance, Business Administration, Public Administration from a four-year college or university is required.
- Equivalent experience (year for year) may substitute for required education.
- 1 year experience assisting or leading the planning, conducting and/or reporting of formal audit processes is required.
- Experience applying knowledge of the Institute of Internal Auditor’s International Professional Practices Framework (Red Book) or GAO’s Government Auditing Standards (Yellow Book) is preferred.
- Experience in one of the following: Government or Public Utility auditing, State Audit, Internal Auditing preferred.
Internal Auditor II:
- Bachelor's Degree (B.S., B.A.) in Finance, Business Administration, Public Administration from a four-year college or university is required.
- Equivalent experience (year for year) may substitute for required education.
- 4+ years in the planning, conducting and reporting of formal audit processes is required.
- Experience in one of the following: Government or Public Utility auditing, State Auditor, Internal Auditing preferred.
- Experience applying knowledge of the Institute of Internal Auditor’s International Professional Practices Framework (Red Book) or GAO’s Government Auditing Standards (Yellow Book) is preferred.
- Certified Internal Auditor (CIA) is preferred.
- Certified Government Auditing Professional (CGAP) is preferred.
- Certified Public Accountant (CPA) is preferred.
- Certified Fraud Examiner (CFE) is preferred.
- Certification in Risk Management Assurance (CRMA) is preferred
Internal Auditor Senior:
- Bachelor's Degree (B.S., B.A.) in Finance, Business Administration, Public Administration from a four-year college or university is required.
- Equivalent experience (year for year) may substitute for required education.
- 6+ years experience in planning, conducting and reporting of formal audit processes is required.
- Experience in the following: Government or Public Utility auditing, State Auditor, Internal auditing preferred.
- Experience applying knowledge of the Institute of Internal Auditor’s International Professional Practices Framework (Red Book) or GAO’s Government Auditing Standards (Yellow Book) is preferred.
- Certified Internal Auditor (CIA) is preferred.
