Full Job Description

Performs investigations arising from complaints filed with the Board against licensees, qualifiers, and unlicensed contractors. Current positions are assigned to specific geographic regions within North Carolina. This position will be assigned to investigate complaints filed in western North Carolina counties.

ESSENTIAL Duties AND Responsibilities

· Regularly communicate (written, phone, and in person) with members of the public, complainants, licensees, qualifiers, unlicensed contractors, local permitting department and code officials, attorneys, other field investigators and supervisor (Director of Complaints & Investigations)

· Performs complaint investigations pursuant to Field Investigator Standard Operating Procedures (SOP), which include conducting interviews, obtaining relevant documents from multiple sources (complainants, licensees/qualifiers, courts, permitting agencies, etc.), making site visits to locations that are the subject of a complaint, documenting observations during site visits, and preparing a written report for oral presentation

· Testifies at Board hearings and in court proceedings related to Board investigations

· Gives presentations to stakeholder groups and organizations as requested by supervisor and Executive Director

· Participates in periodic reviews regarding workflow management and complaint processing timelines

· Reviews owner/builder affidavits from inspections departments within the investigator’s territory to verify compliance with the law

Required skills / abilities

· Independent, organized, analytical, and self-motivated

· Thorough understanding of the Board’s statutes, rules, and the N.C. Building Code (residential and commercial)

· Excellent interpersonal and written communications skills

· Strategic planning and organization for efficient and effective work productivity

· Strong conflict resolution skills, emotional regulation, and professional demeanor under pressure

· Ideal candidates possess strong empathy, active listening skills, and the capacity to de-escalate emotional situations. They must remain calm and avoid taking hostility personally

· Extensive knowledge of proper investigative techniques and rules of evidence

MINIMUM QUALIFICATIONS

· A candidate shall possess a thorough knowledge of North Carolina General Statutes and North Carolina Administrative Code relating to the licensing of general contractors, the North Carolina Building Codes, the North Carolina Administrative and Enforcement Code, and the North Carolina Rules of Evidence

· Knowledge of the Board’s regulatory function, requirements, policies, rules, objectives and procedures. Proficiency with computers and associated technology, including Microsoft Office Suite, Adobe, and other similar programs and software. Superior skills in interviewing, lead follow-up, records research and preparing effective reports documenting observations and findings

· Ability to establish and maintain working relationships with co-workers, supervisors, attorneys, licensees/qualifiers, unlicensed individuals or entities, homeowners and the public at large. Must possess the ability to establish work priorities, motivation and work in an independent manner

· Must also possess a valid driver’s license

Physical Requirements

· Must be able to perform basic functions of climbing, balancing, stooping, kneeling, crouching, crawling, walking, talking, listening, and repetitive motions. Must be able to perform lifting exertions of up to 30 lbs. of force occasionally; and or up to 20 lbs. frequently or constantly to move objects. Must possess visual acuity to prepare and analyze data including figures, ability to effectively operate a computer, and extensive reading of materials

· In most complaints, field investigators are required to conduct a site visit, which can require entering and inspecting a crawl space foundation, attic space, and moving about tight spaces for extended periods of time, as well as ascending and descending ladders and stairs

· The position also requires extensive vehicle travel requiring the field investigator to operate a motor vehicle with no restrictions during normal business hours

Education and Experience

· Graduation from an accredited four-year college or university is desirable, or a combination of education and experience. Knowledge of the NC Residential and Commercial building code is required.

· North Carolina Code Officials Standard Certification in Level I Building or higher is required

. Pay commensurate with education and experience

Other Requirements

. Candidates residing in Western North Carolina are strongly preferred.

· Possession of a valid North Carolina Driver’s License
