As our SHS Program Manager, you'll spend your days coaching an incredible team of Housing Case Managers in 3 different programs, improving systems, strengthening programs, partnering with community organizations, and helping remove barriers for families working toward housing stability. No day is the same, some days you'll be reviewing HMIS reports and program data, other days you'll be helping your team navigate complex situations or adapting to the latest county requirement that arrived five minutes before lunch. Flexibility is an important part of this role.

The SHS Program Manager provides leadership, direction, and oversight to the Housing Case Management Services (HCMS), Enhanced Rapid Rehousing (ERRH), and Stabilization teams. This role is responsible for ensuring the consistent implementation of equitable, trauma-informed, and participant-centered service delivery practices. The SHS Program Manager promotes culturally responsive and accessible services that support housing stability and positive participant outcomes. The SHS Program Manager will oversee the performance and development of the housing case managers and stabilization coach, lead program operations, and manage contract compliance with county, state, and federal regulations. This includes analyzing data through the Homeless Management Information System (HMIS), developing internal tracking systems, and ensuring compliance with the SHS program contracts. The SHS Program Manager will actively engage with the leadership team, community partners, and external stakeholders to foster collaboration and improve service delivery. The role also includes responsibility for program reporting, budget oversight, and policy and procedure development. Participation in the agency's on-call rotation and response to program-related emergencies are essential functions of this position
Required Qualifications:
- Bachelor's degree in Social Work, Psychology, Sociology, Human Services, or a related field, or a minimum of five years of relevant professional experience. Master's degree preferred.
- Experience working with individuals and families experiencing homelessness, housing instability, mental health challenges, chronic health conditions, substance use disorders, and other complex barriers.
- Proven leadership experience with the ability to supervise, coach, mentor, develop, and evaluate a team of employees.
- Experience developing, implementing, and maintaining standardized case management policies, procedures, and program protocols.
- Knowledge of and experience applying trauma-informed, participant-centered, strengths-based, and culturally responsive practices.
- Demonstrated ability to problem-solve, exercise sound judgment, and remain effective in fast-paced and crisis situations.
- Ability to manage competing priorities, maintain organization, and consistently meet established deadlines.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to work independently, demonstrate initiative, and effectively manage responsibilities with minimal supervision.
- Ability to maintain a flexible work schedule based on program needs, including participation in on-call and emergency response responsibilities.
- Proficient computer skills, including Microsoft Office Suite (Word, Excel, and PowerPoint), Google Workspace, and electronic data management systems.
- Demonstrated commitment to high ethical and professional standards, equity, inclusion, and respectful interactions with participants, staff, volunteers, and community partners.
- Must be at least 18 years of age and have reliable transportation.
- Ability to successfully complete required background screening and drug testing in accordance with agency and funding requirements. Due to federal funding requirements, prohibited drug use includes marijuana.

Pay Scale: $70,000–$82,000 annually, DOE + comprehensive benefits
Work Hours: This is a full-time, exempt salaried position. As an exempt employee, there are no set working hours. Generally, the position is expected to be available and working Monday through Thursday between 8:00 a.m. and 6:00 p.m. The position is expected to maintain a full-time schedule of approximately 40 hours per week, with flexibility to work any combination of hours between Monday and Friday based on program needs and in coordination with the Director.
Occasional work outside of these general hours may be required to meet business and program needs. This position also requires a minimum of two onsite workdays per week.
