Full Job Description

Job Description
Organizational expert responsible for cradle to grave administration of high risk/high complexity major subcontracts. Monitors subcontractor performance for conformance to the subcontract. May lead activities of subcontract administration teams on assigned programs required for the sourcing of complex material, software, and/or services through following established and approved procurement policies and procedures. May provide work leadership for lower-level employees and serve as the first-level backup support for subcontract management. Leads and conducts the preparation/negotiation of highly complex subcontracts and is a performance example to junior/midlevel subcontract administrators.

Prepares solicitation documents for highly complex and/or high-risk acquisitions to include statements of work, terms and conditions (including flow-down terms and conditions), bid or performance evaluation factors, and other measures incorporated into the requests for proposal as may be appropriate for the procurement. Serves as the focal point when bids are received, reviews both the technical and cost proposals with program teams and resolves/addresses any identified supplier exceptions through engagement and coordination with supporting program functions. Consults with company staff representing the Legal, Technical, Financial, and Managerial interests of the subcontract award and technical performance. Drive Zero Defect initiatives with subcontractors.

Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to subcontract deliverables, including invoices and resolving invoice issues if they arise, as well as monitoring performance relative to timeliness, cost considerations, and technical objectives.

Reviews documentation for subcontracts to ensure compliance with industry and government contract requirements and internal BAE Systems policies and procedures. Prepares Cost Analysis and/or Price Analysis, negotiation memos, written reports, letters, and memoranda required for internal and external distribution. Maintains CPSR compliant subcontract files.

Prepares and presents briefings to Programs and Management on subcontracting matters. Leads and coordinates subcontracting activities with various internal and external sources. Provides leadership to less experienced Subcontract Administrators and through delegation, acts as first-line manager backup when first-line management is not available. Performs additional duties and responsibilities as assigned.

Required Education, Experience, & Skills

Experience in a large multifaceted electronic manufacturing environment
Familiarity with defense aerospace industry & regulations

Knowledge of Federal Acquisition Regulations policies and procedures, FAR/DFAR
Bachelor's Degree in related discipline and 6 years or more of directly related work experience preferably in a government contracting environment.
To be able to obtain a Secret clearance

Pay Information
Full-Time Salary Range: $101398 - $172377

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
