Position Summary
The Director of Business Development is responsible for leading and executing P3S Corporation's federal, state, and local government growth strategy. This executive-level leadership role is accountable for developing qualified business opportunities, leading capture efforts, managing proposal development, establishing strategic partnerships, and driving contract awards.
As a key member of the leadership team, the Director owns the complete business development lifecycle from market analysis and opportunity identification through capture, proposal submission, award, and transition to operations. Working in a growing small business environment, this position requires both strategic leadership and hands-on execution.
The Director reports directly to the Chief Executive Officer.
Essential Responsibilities
Strategic Growth
- Develop and execute the company's federal business development strategy.
- Identify target agencies, contract vehicles, and market opportunities.
- Build annual and multi-year growth plans.
- Recommend investments that strengthen the company's competitive position.
- Monitor federal acquisition trends and advise executive leadership on emerging opportunities.
Pipeline Development
- Build and maintain a qualified pipeline of federal opportunities.
- Identify opportunities through SAM.gov, agency forecasts, contract vehicles, industry events, and strategic relationships.
- Evaluate opportunities based on strategic fit, customer relationships, competition, staffing capability, profitability, and probability of award.
- Lead recurring pipeline reviews with executive leadership.
- Maintain accurate forecasting and pipeline reporting.
Capture Management
- Lead capture planning for priority pursuits.
- Develop customer engagement strategies.
- Build win strategies and competitive positioning.
- Conduct competitive analysis and identify discriminators.
- Coordinate customer meetings, industry events, and partner engagement.
- Lead Bid/No-Bid decision processes.
Proposal Leadership
- Direct proposal development from solicitation through submission.
- Review solicitations and develop compliance matrices.
- Establish proposal schedules and coordinate cross-functional contributors.
- Personally develop and edit proposal content when necessary.
- Ensure proposals are compliant, persuasive, customer-focused, and submitted on time.
- Manage proposal reviews, production, and final submission.
Customer & Partner Development
- Develop long-term relationships with federal agencies, contracting officers, program managers, and industry partners.
- Identify and negotiate strategic teaming relationships.
- Coordinate joint venture and subcontractor participation.
- Represent the company at conferences, industry days, and customer meetings.
Market Intelligence
- Research federal budgets, acquisition forecasts, incumbent contracts, and competitors.
- Analyze market trends and identify future growth opportunities.
- Develop competitive intelligence supporting capture strategies.
Pricing & Business Development Operations
- Partner with Finance and Operations to develop competitive pricing strategies.
- Support pricing reviews and price-to-win analyses.
- Ensure alignment between technical solutions, staffing, and pricing.
- Develop and maintain business development processes, templates, dashboards, and reporting tools.
Leadership
- Supervise proposal personnel, capture managers, analysts, consultants, and other contributors.
- Establish performance expectations and accountability.
- Coach and develop team members.
- Promote collaboration across Operations, Contracts, Recruiting, Finance, and Executive Leadership.
Executive Reporting
Provide executive leadership with accurate reporting related to:
- Qualified pipeline value
- Proposal activity
- Capture progress
- Win rates
- Revenue forecasts
- Business development investments
- Strategic risks
- Growth initiatives
Required Qualifications
- Bachelor's degree in Business, Marketing, Government, or related field.
- Significant progressive experience in federal government business development, capture management, proposal management, or related leadership roles.
- Demonstrated success leading federal capture efforts and winning government contracts.
- Strong knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes.
- Experience developing federal proposals from opportunity identification through submission.
- Excellent proposal writing and editing skills.
- Experience managing multiple simultaneous pursuits.
- Strong leadership, organizational, analytical, and communication skills.
- Proficiency with Microsoft Office, SharePoint, Teams, CRM systems, and federal procurement tools.
Preferred Qualifications
- Advanced degree or professional certification.
- APMP certification or Shipley proposal methodology training.
- Experience with GSA Schedules, OASIS+, IDIQs, GWACs, and BPAs.
- Experience supporting both Department of Defense and civilian federal agencies.
- Experience working within a growing small business federal contractor.
