Full Job Description

THE ORGANIZATION:

St. Vincent's is a Roman Catholic organization sponsored and operated by the Daughters of Charity of St. Vincent de Paul, which provides programs for children, families, and seniors that are based on community needs. St. Vincent’s is the longest continuously operating human service agency in Santa Barbara. St. Vincent’s began operations in 1858.

PURPOSE

In accordance with the goals, objectives, and the Mission of the Daughters of Charity of St. Vincent de Paul, the Program Director oversees all functions and operations of St. Vincent’s Family Strengthening Program (FSP) by developing program components and administrative procedures to meet departmental and agency goals. The Program Director is also responsible for networking with community agencies and organizations to promote collaboration and represent St. Vincent’s programs.

FAMILY STRENGTHENING PROGRAM (FSP)

The Family Strengthening Program at St. Vincent's Santa Barbara is a drug- and alcohol-free residential support program for eligible families for up to 27 months. The program is designed to assist low-income single mothers with one or two children ages five and under, or those who are pregnant with their first or second child (the first child must be five years old or younger). The program provides a safe and structured environment that promotes stability and self-sufficiency through case management and access to community resources.

ACCOUNTABILITY

The Director of Family Strengthening Program reports directly to the President/CEO.

ESSENTIAL DUTIES & RESPONSIBILITIES

Responsible for program supervision and implementation through strong leadership and planning; coordinate and monitor all services provided to assure continuity and consistency of the Family Strengthening Program
Conduct the intake process for prospective clients with the assistance of Case Managers and the Children’s Center
Assist Case Managers with researching alternative resources for prospective and current clients
Assist with grant applications and grant reporting, as needed
Effectively create and manage departmental budgets
Administer approved policies and procedures to ensure effective implementation of all programs
Approve hiring of staff, promotions, transfers, and separations
Provide ongoing supervision to department staff through meetings and individual sessions
Maintain communication with funding sources and community agencies
Monitor program performance and implement corrective action as needed
Ensure compliance with regulatory requirements, contractual obligations, and licensing standards
Perform additional duties as assigned

SUPERVISORY RESPONSIBILITIES

Manages 3 to 5 employees who oversee services for approximately 19 clients within the Residential Program
Responsible for the overall direction, coordination, and evaluation of program staff
Carries out supervisory responsibilities in accordance with organizational policies and applicable laws, including interviewing, hiring, training, and performance management
Plans, assigns, and directs work; evaluates performance; provides coaching and development; and addresses employee concerns and disciplinary matters as needed

QUALIFICATIONS

MFT or LCSW license through the California Board of Behavioral Sciences, encouraged
Bachelor’s or Master’s degree in social work, psychology, education, or related field, or equivalent experience
Minimum five (5) years of administrative or leadership experience managing a team
Must be a strong leader with the ability to collaborate effectively with senior management and build professional relationships with community and human service partners to support organizational and program success
Demonstrated strong communication, leadership, and organizational skills
Ability to work independently and effectively manage multiple priorities
Proficiency in Microsoft Office and related systems

EMPLOYMENT REQUIREMENTS

Must pass a criminal background fingerprint check
Must pass a pre-employment negative TB test
The COVID-19 vaccination may be a requirement depending on the position

Occasionally, the employee may be required to sit, bend, kneel, or maintain balance.

The ability to regularly lift and/or move up to 15 pounds and occasionally up to 35 pounds is required.

This position also requires adequate vision (close, distance, and peripheral) and the ability to adjust focus. Occasional driving may be required.
