Please note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $76,742 to $113,492, based on the candidate’s qualifications and experience.

The Office of the Chief Operating Officer, Contract Management Team, is recruiting for an enthusiastic and talented individual for Program Manager I to join our team. We’re seeking someone who thrives on providing exceptional customer service, has strong technical expertise, and brings a solid understanding of contract management. EXAMPLE OF DUTIES

This position plays an essential role in supporting the Department of Health and Human Services by overseeing contract development, execution and management activities for assigned Service Areas. The Contract Manager provides technical guidance to program staff, ensures compliance with County contracting requirements and serves as the primary liaison between the HHS Contract Management Team, the Office of Procurement and the assigned program Service Area.

Duties include, but are not limited to:

Developing solicitations such as Requests for Proposals, Invitations for Bids, Informal Solicitations and Open Solicitations.
Preparing and processing contract actions including new contracts, amendments, renewals and extensions.
Reviewing insurance requirements and coordinating approvals through the Office of Risk Management.
Maintaining and updating contract tracking tools and databases to ensure timely completion, accurate reporting and proper documentation.
Serving as the liaison between the Contract Management Team, the Office of Procurement and program staff by providing guidance, resolving issues and offering subject-matter expertise.
Conducting contract training sessions and providing technical support to program staff and monitors.
Responding to program inquiries and ensuring contract actions comply with County procedures and procurement requirements.

Telework: This position may be eligible for limited hybrid telework, after the initial training period and in accordance with departmental policies and operational needs.

SUPPLEMENTAL INFORMATION

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

Experience managing local or federal government contracts.
Experience drafting or editing contracts, amendments or other contract documents.
Experience analyzing data or preparing reports using Microsoft Office tools.
Experience managing and prioritizing projects independently in a contract, procurement or administrative environment.
Experience providing clear and precise information to supervisors, team members or customers regarding contract requirements or processes.
