Full Job Description

Job Description Summary

The Residential Manager is responsible for overseeing the daily operations of a Level 3 care home, ensuring high-quality care and support for residents with moderate to significant needs. This role includes staff supervision, regulatory compliance, individualized care planning, food services, caregiver responsibilities and maintaining a safe, supportive, and structured living environment.

Essential Job Functions/Responsibilities

1. Program & Resident Care Oversight

Ensure delivery of person-centered care in accordance with residents’ Individual Service Plans (ISPs)
Monitor residents’ physical, emotional, and behavioral health
Coordinate, with the nurse, medical and therapeutic services

2. Staff Supervision & Development

Assist in the hiring, training, supervision, and evaluations for residential staff
Develop staff schedules to ensure adequate coverage (24/7 operations)
Provide coaching, performance feedback, and disciplinary action when necessary
Ensure staff are trained in CPR, First Aid, medication administration, and mandated reporting
Assist with caregiving responsibilities, including patient care

3. Compliance & Regulations

Maintain compliance with Vermont Department of Disabilities, Aging and Independent Living (DAIL) regulations for Level 3 homes
Ensure proper documentation, reporting, and recordkeeping
Prepare for and participate in inspections, audits, and licensing reviews

4. Medication & Health Management

Oversee medication administration systems and compliance
Coordinate with nurses, physicians, and pharmacies
Ensure proper storage, documentation, and administration of medications

5. Administrative Duties

Manage program budgets, supplies, and household operations, including food services
Maintain accurate records including incident reports, progress notes, and staff documentation
Communicate regularly with families, guardians, and case managers

6. Safety & Environment

Maintain a clean, safe, and therapeutic living environment
Ensure adherence to fire safety, emergency procedures, and infection control protocols

Conduct regular safety drills and inspections

Position Qualifications

Education & Experience

(1) At least a High School Diploma or equivalent AND completion of a State approved certification course AND

(2) One of the following:

a. At least an associates degree in the area of human services AND two (2) years of administrative experience in adult residential care; or

b. Four (4) yeas of general experience in residential care, including two (2) years in management, supervisory or administrative capacity; or

c. A current Vermont license as a nurse or nursing home administrator; or

d. Other professional qualifications or experience related to the provision of healthcare services or management of healthcare facilities including, but not limited to, a licensed or certified social worker. For this qualification, approval of the specific qualification by the licensing agency is required.

Skills & Competencies

Strong leadership and team management skills
Knowledge of trauma-informed care and behavioral support strategies
Excellent communication and organizational abilities
Ability to handle crisis situations calmly and effectively

Certifications & Requirements

CPR/First Aid certification (or ability to obtain)
Medication Administration certification (per Vermont requirements)
Valid driver’s license and reliable transportation
Background check clearance (including vulnerable populations)

Working Conditions

Full-time position; may require evenings, weekends, and on-call responsibilities
Physically active role (may include lifting, assisting residents, and responding to emergencies)

DEGREE OF DISRUPTION TO ROUTINE, OVERTIME

Disruption of routine is to be expected frequently. Occasional overtime is required.

Possible infections from patients and their home settings. Exposure to potentially hazardous secretions or environments. Possible auto accidents, hazardous winter driving conditions.
