Position Title: Foundations Program Manager
Status: Full-Time, Hourly, this is a hybrid role based in Anchorage with an expectation of 3 days per week in-office, plus presence at key events and programs.
Compensation: $32-$36/hour
Position Term: This is a grant funded position with a one-year term. Employment beyond the initial term is not guaranteed and is contingent upon continued grant funding and organizational needs.
Reports to: President & CEO
Works in Close Partnership With: Foundations Director, Financial Officer, Digital Communications Coordinator
Travel Required: Periodic in-state travel, including to communities, as part of STEP-funded statewide training and monitoring activities
In-Person Requirements: Full participation in ProStart and Educational Fund events (Alaska ProStart Invitational, Charles H. Selman Golf Tournament). Support for Association events (Annual Convention, membership events) as needed.
Position Purpose
The Foundations Program & Workforce Development Coordinator serves as the primary execution, compliance, training, and program administration role supporting Alaska CHARR's affiliated 501(c)(3) organizations. This position is responsible for coordinating workforce development initiatives, apprenticeship administration, grant compliance, statewide training delivery, and operational support for Foundation programs.
The role ensures that grants, apprenticeship programs, workforce development initiatives, and Foundation activities operate with strong documentation practices, clear workflows, consistent reporting, and measurable outcomes.
This position requires exceptional attention to detail, strong organizational skills, the ability to manage multiple priorities simultaneously, and a commitment to maintaining accurate records and compliance requirements across numerous statewide programs.
This position is intentionally designed to:

Strategic direction, external relationship management, fundraising, and program development remain with the Foundations Director and President & CEO.
Core Responsibilities
STEP Grant (Primary Scope)
- Coordinate ongoing administration of STEP-funded workforce development activities
- Maintain accurate participant records and reporting documentation within required systems including eGrAMS and AlaskaJobs
- Coordinate with the Office Manager and Accountant to ensure grant documentation and financial reporting requirements are met
- Prepare supporting documentation, data summaries, and reports for grant submissions and monitoring reviews
- Maintain organized grant files and audit-ready records
- Track participant outcomes, industry certifications, and workforce placement data
- Coordinate STEP-related travel associated with statewide training delivery, site visits, employer engagement, and program support
- Assist with grant renewals, reporting deadlines, and performance tracking
Registered Apprenticeship Program (Primary Scope)
- Serve as the primary administrator for apprenticeship records and participant tracking
- Collect, maintain, and update apprentice documentation and database records
- Coordinate with Employer Sponsors to ensure apprentice information remains accurate and current
- Work closely with the National Restaurant Association Educational Foundation and National Apprenticeship Office to maintain compliance with apprenticeship requirements
- Monitor apprentice progress through program milestones and completion requirements
- Maintain records of on-the-job learning, related instruction, credentials, and program outcomes
- Support apprentice recruitment, enrollment, retention, and completion efforts
- Generate reports and program metrics as required for grant reporting and program evaluation
- Maintain confidentiality and integrity of apprentice records
Statewide Instructor & Workforce Training Delivery
- Serve as a certified instructor for workforce development training programs across Alaska
- Maintain active ServSafe Instructor and Registered Proctor certifications
- Complete and maintain Trainer certification for Alaska CHARR's Training for Alcohol Professionals (TAP) program
- Deliver ServSafe, TAP, and other workforce development training on a rotating statewide schedule
- Travel throughout Alaska, including rural and remote communities, to provide training and program support
- Coordinate training logistics, registration materials, testing requirements, and post-training documentation
- Administer certification examinations in accordance with ServSafe and TAP program standards
- Maintain training records, participant attendance, credentials, and certification outcomes
- Promote workforce development opportunities through direct engagement with employers, educators, and community partners
- Ensure consistency, quality, and professionalism in training delivery across all regions of the state
Other Foundation Grants & Programs
Restaurant Ready Program
- Support operational compliance with the NRAEF Restaurant Ready CBO Agreement
- Coordinate quarterly and annual reporting requirements
- Maintain participant records and supporting documentation
Future Hospitality Leaders Program
- Support reporting and documentation requirements for Foundation grants
- Prepare draft reports, data summaries, and supporting materials
- Maintain grant calendars, deliverables, and reporting deadlines
- Future Hospitality Leaders Program event and grant support as needed.
Event & Operational Support
- Provide operational support for Foundation and workforce development events, including:
- Alaska ProStart Invitational (AKPSI)
- Charles H. Selman Golf Tournament
- Apprenticeship and workforce development events and trainings
- Support registration processing, materials ordering, attendee tracking, and event documentation.
- Coordinate event logistics and administrative requirements as assigned.
- Assist with Association events as needed, including Convention, membership events, and workforce development initiatives.
- Ensure event records, evaluations, and post-event documentation are completed and maintained.
Communications & Digital Collaboration
- Send program-related communications, training announcements, participant outreach, and other correspondence as directed.
- Maintain outreach logs, enrollment records, communication histories, and program databases.
- Coordinate with employers, apprentices, instructors, schools, and community partners regarding program activities and requirements.
- Collaborate with the Digital Communications Coordinator to ensure accuracy and timeliness of public-facing program information.
- Assist with promoting workforce development, apprenticeship, and training opportunities across Alaska.
Scholarship Administration
- Administer the Charles H. Selman Memorial Scholarship program.
- Manage scholarship timelines, application intake, and document verification.
- Prepare review materials and supporting documentation for the selection committee.
- Coordinate award notifications and maintain scholarship records.
- Ensure confidential and secure management of applicant and recipient information.
- Maintain historical scholarship records to support organizational continuity and reporting.
Role Success Indicators
- Programs, grants, apprenticeship records, and training activities are consistently organized, compliant, audit- or monitor-ready.
- Leadership has clear, reliable visibility into grant performance, workforce development initiatives, apprenticeship outcomes, and program operations.
- Apprenticeship participant records, employer sponsor documentation, training records, and grant reporting data are accurate, current, and maintained with a high degree of attention to detail.
- Statewide ServSafe, Training for Alcohol Professionals (TAP), and other workforce development training programs are delivered professionally, consistently, and in compliance with program requirements.
- Employer Sponsors, apprentices, participants, and partner organizations receive timely, accurate, and responsive support.
- Reporting deadlines, compliance requirements, and grant deliverables are completed accurately and on time.
- Repeatable systems, documented procedures, and organized records reduce reliance on institutional memory.
- Foundation events, scholarship programs, and workforce development initiatives are supported effectively and operate efficiently.
- Strong time management and organizational practices allow multiple programs, deadlines, and statewide training responsibilities to be managed successfully.
- Growth of workforce development, apprenticeship, and training programs does not create operational or administrative strain.
Your compensation package includes:
- Hourly wage: $32 - $36 hour DOE
- 401(k): 10% employer contribution

This position is primarily funded by the successful obtainment of the STEP grant. The final award amount will largely determine the volume, scope, and prioritization of STEP-related duties described.
