Position Summary
ND Global Consulting Services, Inc. is seeking an experienced Business Analyst – Consultant to support the South Carolina Department of Health and Human Services and its Delivery of Automated Systems for Healthcare program.
The selected consultant will support a multi-year Medicaid Enterprise System Modernization initiative designed to replace South Carolina’s aging Medicaid Management Information System and related applications with modern, modular, configurable, and scalable capabilities.
This position will serve as a liaison between business stakeholders and information technology teams. The Business Analyst will work with the Program Manager, Lead Project Managers, operational teams, technical teams, system-integration partners, and other stakeholders to define business needs, develop functional requirements, improve processes, and support successful implementation of Medicaid modernization solutions.
Key Responsibilities
- Serve as a liaison between business units, project teams, technical teams, and system-integration partners.
- Analyze business operations, processes, procedures, strengths, weaknesses, and opportunities for automation.
- Gather, analyze, document, validate, and manage business and functional requirements.
- Translate high-level business requirements into detailed functional specifications for information technology teams.
- Manage changes to business requirements and functional specifications throughout the project lifecycle.
- Support business-process redesign and documentation associated with new technology implementations.
- Facilitate communication and agreements between business units and technical teams from initial requirements through final implementation.
- Lead business-design sessions for assigned Medicaid Enterprise System modules and workstreams.
- Advocate for effective business integration across Medicaid modernization projects.
- Support configuration and integration of data within core modernization modules.
- Lead cross-functional meetings and facilitate resolution of business, technical, and operational issues.
- Develop business designs that integrate functionality across multiple systems and modules.
- Coordinate priorities, resources, dependencies, and deliverables across multiple projects.
- Ensure project deliverables align with program goals, operational principles, and business-integration requirements.
- Prepare and communicate project-status updates, risks, issues, decisions, and recommended actions.
- Develop and maintain key performance indicators that measure progress toward business-integration goals.
- Perform business-process analysis and performance assessments for assigned projects.
- Build productive relationships with business partners and proactively address operational needs.
- Train and mentor team members in delivering high-quality business solutions.
- Recommend appropriate resources and corrective actions to support completion of assignments within schedule and budget.
- Participate in operational meetings, project meetings, workstream meetings, and team-lead meetings.
The role requires strong healthcare business knowledge, Medicaid payer-system experience, data-integration expertise, and the ability to coordinate complex cross-functional initiatives.
Required Qualifications
- Bachelor’s degree in a technical, business, healthcare, information systems, or related field.
At least seven years of equivalent professional experience may be considered in place of a bachelor’s degree.
- At least seven years of professional experience in commercial healthcare.
- At least three years of experience with State Medicaid payer-system integration and delivery.
- At least three years of experience or familiarity with Medicaid Information Technology Architecture business-architecture principles.
- At least six years of experience with standard data structures, electronic data interchange processes, and related healthcare file formats.
- At least six years of knowledge and experience involving business processes, methods, procedures, and technology.
- At least six years of experience supporting the internal operations of cross-functional projects.
- Experience gathering, documenting, validating, and managing business and functional requirements.
- Experience facilitating business-design sessions and cross-functional stakeholder meetings.
- Experience translating business needs into functional specifications.
- Strong knowledge of healthcare-system integration and business-process improvement.
- Strong written, verbal, analytical, organizational, and presentation skills.
- Exceptional attention to detail.
- Ability to work effectively with business stakeholders, technical teams, project managers, vendors, and executive leadership.
Preferred Qualifications
- At least six years of experience with large-scale business and technology integration.
- At least six years of knowledge of federal Medicaid certification requirements and processes.
- At least six years of project-management experience.
- Experience supporting Medicaid Enterprise System or Medicaid Management Information System modernization.
- Knowledge of Medicaid eligibility, enrollment, claims, encounters, managed care, or provider systems.
- Experience with healthcare electronic data interchange transactions and file formats.
- Experience establishing project metrics, key performance indicators, and business-integration measures.
- Experience working on complex government or public-sector healthcare technology initiatives.
Work Arrangement and Residency Requirements
This is a hybrid assignment requiring:
- Four days per week onsite in Columbia
- One day per week remote
- Reliable transportation to the service location
- Current South Carolina residency
- Availability during normal business hours
- Participation in one virtual client interview
No relocation is permitted for this assignment.
