Full Job Description

The impact you will have: As a Procurement/Contract Specialist in San José Unified, you will play a critical role in developing, reviewing, and managing contracts with vendors, Memorandums of Understanding (MOUs), and other legally binding agreements that support district operations. You will ensure all agreements are compliant with applicable laws, regulations, and district policies while protecting the district’s interests and minimizing risk. Through careful contract development, negotiation, and monitoring, you will help ensure services are delivered as expected, timelines are met, and funds are used responsibly. Your work will directly support schools and departments by establishing strong vendor partnerships, maintaining legal and fiscal integrity, and ensuring the district operates efficiently in service of student success. Who you are: You are a detail-oriented and analytical professional with a strong understanding of contracts, procurement practices, and compliance requirements. You bring the ability to review, draft, and manage vendor agreements, MOUs, and other contracts while ensuring alignment with legal standards and district policies. You are collaborative, solution-oriented, and committed to protecting the district’s interests while building strong, effective partnerships with vendors and stakeholders.

As a Procurement/Contract Specialist, you will be responsible for (but not limited to):

Developing, reviewing, and managing contracts, vendor agreements, and Memorandums of Understanding (MOUs) in compliance with district policies and applicable laws.
Coordinating the procurement process, including solicitations, bids, and requests for proposals (RFPs), to ensure fair and transparent vendor selection.
Ensuring contracts meet legal, regulatory, and district requirements while protecting the district’s interests and minimizing risk.
Collaborating with internal departments to understand needs, develop scopes of work, and support purchasing and contracting decisions.
Monitoring contract performance, timelines, and deliverables to ensure vendors meet agreed-upon expectations.
Maintaining accurate records of contracts, procurement activities, and vendor communications.
Supporting budget alignment and fiscal responsibility in purchasing and contract execution.
Researching and resolving issues related to contracts, vendor performance, and procurement processes.
Communicating clearly with vendors, legal teams, and district staff to facilitate efficient and compliant operations.
Staying current on procurement laws, regulations, and best practices to ensure ongoing compliance.

What You Need for This Position:

High School Diploma
Three (3) years of recent technical purchasing experience in a large-scale buying operation
Resume and letter of introduction explaining why you would like to serve as a Program Analyst/Buyer at San José Unified
Valid State ID

Required Qualifications:

Experience with contracts, vendor agreements, and procurement processes
Proficiency in Adobe Acrobat and Sign softwares
Working knowledge of Microsoft 365 (e.g., Excel, Word, Outlook)
Experience with public sector or K–12 school district procurement practices
Familiarity with bid processes, Requests for Proposals (RFPs), and Requests for Quotes (RFQs)
Strong skills in data tracking, reporting, and spreadsheet management (especially Excel)
Experience using financial or purchasing systems (ERP systems)
Knowledge of compliance requirements, contract terms, and basic legal language
Strong organizational and project management skills with the ability to manage multiple deadlines
Excellent communication and customer service skills when working with vendors and internal stakeholders
Attention to detail and ability to review documents for accuracy and completeness

Roles Available:

40hrs./wk
12 month
8:00am-5:00pm with 1 hour lunch

SB 848 Child Safety & Employment Disclosure Requirement

Effective January 1, 2026, in accordance with California Senate Bill 848 (School Employee Misconduct/Child Abuse Prevention Act), applicants for employment with San José Unified are subject to enhanced child safety, training, and employment disclosure requirements.

Under SB 848, schools are required to strengthen background vetting procedures and obtain employment history information related to allegations of egregious misconduct involving students. Former employers may be contacted to release records regarding substantiated findings of misconduct as permitted by law. Failure to provide complete and accurate information regarding prior educational employment or relevant misconduct findings may result in disqualification from the hiring process or withdrawal of an offer of employment.

SB 848 also expands mandated reporter requirements and requires annual child abuse prevention training for employees and certain volunteers by July 1, 2026. All employees must comply with district-adopted child safety policies, including procedures for supervising and protecting students.
