Title: Senior Human Resource Classification Specialist

Location: Remote

Role:

The Senior Human Resource Classification Specialist provides remote contractor support to the Department of Homeland Security (DHS), Office of the Chief Human Capital Officer (OCHCO), within the Human Resources Shared Services (HRSS) environment. The position performs advanced classification work, provides technical advisory support, and contributes to enterprise classification initiatives, including Position Description (PD) Library standardization efforts.

Duties:

The Senior Human Resource Classification Specialist will:

Position Classification

Conduct classification reviews for professional, administrative, technical, and mission-critical positions.
Determine appropriate occupational series, title, grade, and pay system in accordance with OPM standards, the Position Classification Act, and DHS policy.
Apply factor evaluation and narrative classification methods to support defensible determinations.
Advise managers and HR partners on position design, career paths, and organizational alignment.
Prepare written classification rationales suitable for audit, appeal, or compliance review.

HR Shared Services (HRSS) Support

Provide classification support within a centralized HR Shared Services model serving multiple DHS components.
Manage and prioritize complex classification actions while meeting HRSS service-level expectations.
Coordinate with staffing, workforce planning, and labor relations teams to support integrated HR outcomes.
Serve as a technical resource for classification-related inquiries.

PD Library Standardization (Special Project)

Review and standardize Position Descriptions for inclusion in a DHS PD library.
Identify outdated or duplicative PDs and recommend consolidation or updates.
Ensure PDs align with OPM standards, DHS policy, and enterprise consistency goals.
Support basic governance practices such as version control and periodic review.

Compliance, Documentation & Advisory Support

Maintain accurate classification documentation and records.
Support audits, desk audits, appeals, and quality reviews.
Provide advisory guidance to managers and HR staff on classification and position management matters.
Ensure all work adheres to merit system principles and internal control requirements.

Education:

MA/MS degree in human resources, Human Capital Management, Business Administration, Public Administration, or a related field of study.

Required Experience and Skills:

10 years’ experience performing federal position classification or equivalent classification work.
Demonstrated experience applying OPM classification standards across multiple occupational series.
Experience developing, reviewing, or standardizing Position Descriptions (PDs).
Experience working in a shared services or enterprise HR environment.
Strong analytical, written, and verbal communication skills.

Preferred Skills:

Experience providing contractor support to DHS or another large federal department.
Experience supporting classification modernization or PD library initiatives.
Familiarity with DHS HR systems and classification workflows.
Experience supporting audits or classification quality reviews.
