Full Job Description

BASIC FUNCTION

The Director of Adult Education Workforce Development and Industry Partnerships plans, organizes, develops, and supervises both fee-based and state/federally funded Adult Education Workforce Development courses. This leader oversees adult internship and apprenticeship programs, adult learning in programs such as ESL, high school equivalency, career skills and certifications, and correctional education programs within the Santa Clara County Department of Corrections. The Director is assigned a wide range of management and administrative responsibilities related to innovation in operations, planning, and the development of secondary adult learning programs at the MUSD Innovation Campus and Santa Clara County Correctional facilities, including district-level projects. The Director serves as the evening administrator for workforce development and traditional adult learning programs. The Director is responsible for developing strong partnerships with employers and workforce development organizations to advance high-quality career pathways.

ESSENTIAL FUNCTIONS AND REPRESENTATIVE DUTIES

Partnership Creation: Responsible for creating and maintaining business partnerships that support adult education pathways leading to careers in the greater Bay Area of California.
Program Leadership: Provides leadership in the development and implementation of post-secondary adult learning programs, including young adults ages 16-24 career advancement programs, ESL, ABE, ASE, CTE, and career pathways. This includes district-level projects.
Grant Writing & Projects: Seeks out new funding opportunities and plays a lead role in proposal development, grant writing, and partnership development.
Collaboration: Collaborates with regional and state adult schools, community colleges, and other institutes of higher education as prescribed in the California Adult Education Program (AB104) and other state grant opportunities. Participates in the South Bay Consortium for Adult Education (SBCAE) meetings and activities.
Financial Management: Prepares and recommends budgets, including classrooms and other space requirements, and contracts with outside career skills and certifications providers, such as CALRegional. Assists in monitoring budgets and expenditures of assigned programs. Recommends, initiates, and approves orders for program textbooks and instructional materials for assigned programs.
Staffing & Supervision: Supervises adult learning and workforce development programs at the MUSD Innovation Campus and Correctional facilities. Supervises and evaluates administrators, program specialists, teachers, clerical staff, and consultants working in assigned programs. Participates in the recruitment, retention, and evaluation process of certificated and classified staff.
Program Coordination: Develops, coordinates, plans, and organizes assigned programs by utilizing surveys, advisory committees, teachers, and other county/state/district officials. Reviews instructor objectives, maintains current course blueprints, and evaluates instructors in the program.
Training & Development: Develops and coordinates professional development for staff members, including providing guidance and coaching on work-based learning, including the intersection of education and workforce. Plans and administers professional development and the implementation and evaluation of curriculum and industry skills certifications.
Compliance: Assists with preparation for Federal Monitor and WASC Accreditation review. Keeps current with changes or new laws affecting curriculum, instruction, and management of assigned programs.

KEY REQUIREMENTS & ABILITIES

Strategic Relationship Management: Building and maintaining partnerships with local businesses, industry leaders, and community stakeholders to create training opportunities, internships, and apprenticeships leading to certifications and badging for career readiness.
Industry-Aligned Curriculum Development: Translating business needs into actionable, work-based curricula (e.g., in-demand skills, ESL for the workplace, job readiness).
Effective Communication & Negotiation: Articulating the value of adult education and MUSD partnership in workforce development to industry partners, listening to their needs, and setting clear, shared goals for the partnership.
Workforce Development Knowledge: Understanding local economic trends, conducting periodic analysis of workforce opportunities and labor market information, the Workforce Innovation and Opportunity Act (WIOA) requirements, and how to establish agency certification through state and federal workforce initiatives, as well as industry
Data Analysis & Accountability: Using data to track student outcomes and prove that educational programs align with employer needs and improve career results.
Flexibility & Problem-Solving: Adapting to rapid changes in industry needs and proactively addressing challenges.
Knowledge Base: Comprehensive organization, activities, goals, and objectives of an adult education and workforce development program, including within the correctional system and other alternative settings. School law administration and applicable sections of the State Education Code and other applicable laws. Board and district policies, procedures, and regulations.
General Abilities: Organize, coordinate, and administer assigned programs and activities as the lead of the secondary adult learning and workforce development program. Read, interpret, apply, and explain rules, regulations, and procedures. Communicate effectively both orally and in writing, including grant applications. Prepare and deliver oral presentations.

ENTRANCE QUALIFICATIONS

Proper California Administrative Services Credential.
Proper California Teaching Credential.
Five (5) years of professional experience in education or workforce development.
Exceptional interpersonal, collaboration, networking, and relationship-building skills.
Experience in building strong partnerships with education and employer stakeholders is preferred.
Experience in apprenticeships, workforce investment boards, career technical education, and career pathways preferred.
Meet district standards for physical and mental health.

WORKING CONDITIONS & PHYSICAL ABILITIES

Environment: Office environment. Travel to various facilities, including correctional, institutes of higher education, workforce boards, businesses, and others. Inside and outside environmental conditions.
Schedule: Attend periodic evening meetings and/or travel within and out of District boundaries to attend meetings. Work evenings or weekends.
Physical Demands: Vision (which may be corrected) to read small print. Mobility of arms to reach and dexterity of hands to grasp and manipulate small objects. Stand for long periods, walk long distances, or engage in work that is primarily sedentary. Lifting, pushing, and/or pulling, which does not exceed 50 pounds, and is an infrequent aspect of the job.
License: Possess and maintain a valid California driver’s license. Use a personal vehicle in the course of employment.
