JOB DESCRIPTION

GENERAL PURPOSE
The Stormwater Monitoring Coordinator manages the Monitoring and Industrial High Risk Runoff Programs for compliance with the City's Phase 1 Municipal Separate Storm Sewer (MS4) National Pollutant Discharge Elimination System (NPDES) permit. This position schedules, coordinates and participates in activities within its area of responsibility, that ensure the effectiveness of the City's Stormwater Management Program (SWMP).

Works under the supervision of the MS4 Administrator.

SUPERVISION EXERCISED
Exercises daily supervision of field team.

ESSENTIAL DUTIES AND RESPONSIBILITIES
" Oversees the Monitoring and Discharge Characterization Program including sampling of Industrial stormwater discharge, Wet Weather Discharge, In-Stream Monitoring and Illegal Discharge.
" Develops working relationships with industrial management throughout the City to coordinate routine site inspections and inform on code compliance and best practices to improve the water quality of discharge to the public system.
" Coordinates with the MS4 Administrator and directs the daily work of Environmental Compliance Specialists and/or consultants.
" Conducts and/or coordinates Stormwater Pollution Prevention inspections of municipal properties.
" Schedules and manages the dry weather outfall inspections supporting the Illicit Discharge Detection and Elimination Program. Participates in complaint, field investigations and elimination process of illicit discharges.
" Secures laboratory contract and coordinates with the laboratory to ensure appropriate sample collection and preservation techniques, sample pick up and analyses within proper holding time, and acquisition of supplies.
" Advises and procures analytical equipment and maintains a functional in-house lab.
" Develops sampling plans, establishes collection points, performs sampling and field analyses, determine flows, and calibrates equipment as necessary.
" Manages activities including analysis, interpretation, calculation and reporting of a wide variety of data including, but not limited to, precipitation, surface water, and ground water.
" Develops monitoring projects and special studies to characterize water quality.
" Develops Standard Operating Procedures and other documentation related to area of responsibility.
" Develops in-house training materials and trains personnel.
" Informs management on municipal site good housekeeping practices and stormwater pollution prevention.
" Assists with preparation of annual stormwater budget and monitors and controls expenditures within the limits of authorized program funding.
" Develops, manages, maintains and improves data management systems.
" Develops technical reports, graphs, and other communications related to collected water quality and environmental data.
" Writes reports for use in communications with Department of Environmental Protection (DEP), Environmental Protection Agency (EPA), industry and municipal management.
" Supports watershed projects that engage City and regional cooperation.
" Assists in the development and presentation of public education and outreach programs.
" Performs related duties as assigned.

MINIMUM QUALIFICATIONS
Education and Experience:
" A Bachelor's degree from an accredited college or university with major course work in Environmental Science, Natural Resource Management, Chemistry, Ecology or closely related field.
" A minimum of two years' experience in laboratory work or environmental sampling for environmental compliance is required.
" Equivalent combination of related education and experience.
" Valid Pennsylvania driver's license.

NECESSARY KNOWLEDGE, SKILLS and ABILITIES
" Knowledge of and ability to interpret and apply federal, state and local regulations, particularly: 25 Pa Code Chapter 252; 40 Code of Federal Regulations Part 122; Pennsylvania Clean Streams Law; Pennsylvania Code Chapter 102; Pennsylvania Code Chapter 93; surface water quality regulation; SWMP development; waste discharge; non-point pollution; and NPDES permits.
" Experience with environmental regulation enforcement.
" Ability to interpret and utilize engineering plans, maps, specifications and reports.
" Stormwater compliance inspection experience related to reviewing Stormwater Pollution Prevention Plan and water quality best management practice designs.
" Experience with and/ or awareness of safety practices on industrial and construction sites and in the laboratory, traffic, confined space and outside wooded areas.
" Ability to establish and maintain effective working relationships with City employees, consultants, contractors, developers, other governmental agencies and the public.
" Ability to use Excel, Word and other Microsoft applications.
