Supply Chain Purchasing Compliance Specialist

Key responsibilities include:
We are seeking a candidate for the position of Senior Supply Chain Purchasing Compliance Specialist.
- The candidate will be supporting the Maritime Supply Chain Operations and Transformation department and will monitor supply chain operations to ensure compliance to supply chain policies and procedures, FAR/DFARS government regulations, and requirements of industry standards to support efficient and compliant operations across the purchasing and supply chain operations.
- The candidate will work with the Supply Chain Compliance Lead to create, implement, train, and roll-out pre and post-award file review processes that ensure all required documentation is included and the documentation properly captures the source selection decision and prices awarded.
- The candidate will provide compliance support and guidance to the Maritime Buyers and Subcontract Administrators related to technical areas in question, communicate review findings to Buyers and their managers, and perform subsequent reviews if file corrections are required.
- The candidate will track review status by compliance element and support the creation of metrics based on type of review and compliance element.
- The candidate will monitor for trends in non-compliance, recommend training topics based on trends, and support the creation and presentation of trainings.
- Over time, the candidate will participate in process and system shaping activities to build out a unified method of compliance review and corresponding metrics.
Essential Functions:
- Complete government Purchase Order compliance reviews to support maintaining an approved purchasing system with the Government.
- Lead and support quarterly internal functional compliance system reviews and internal control self-assessments.
- Offer guidance in development, implementation and management of supply chain and purchasing procedures, FAR/DFARS/AMS government regulations, and industry best practices.
- Support compliance Government reporting requirements i.e, FFATA (Federal Funding Accountability and Transparency Act).
- Support the development of templates and other tools that support compliant purchasing and supply chain actions.
- Monitor and ensure all records and documents are maintained according to supply chain best practices, government regulations, and relevant policies and procedures.
- Participate in the development and implementation of systems that result in improved operational efficiency and reduced organizational risk.
- Seek optimal solutions and approaches within the supply chain organization, identify gaps in practices and processes, pursue training, and process improvement opportunities.
- Conduct pre and post award compliance reviews on procurement files to document ongoing operational quality, collect statistics and submit reports on risks and recommendations.
- Assist in training buyers on internal Government Compliance Systems, policies and procedures, and government regulations.
Qualifications:
- Strong knowledge of FAR/DFARS procurement regulations
- Experience with peer review of files
- Experience in support of internal audits and government reviews, including CPSR (Contractor Purchasing System Review), DCMA (Defense Contract Management Agency), and DCAA (Defense Contract Audit Agency) related activity
- Bachelor’s Degree in Supply Chain or Business and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Experience in Government and commercial contracting environments
- 4+ years Supply Chain experience supporting Government FAR, DFARS, and AMS regulations
- Strong Knowledge of Costpoint, SAP, and SpendLogic
Preferred Additional Skills:
- Ability to prioritize competing work assignments and initiative to complete tasks.
- Experience with purchasing and supply chain best practices.
- Experience in a compliance training role to include development of training material.
- Experience in supporting procurement/subcontract teams on flow down requirements
- Experience in improving compliance execution through procedural updates
- Strong communication and interpersonal skills including the ability to interact with all levels of management.
- Critical thinking including the ability to create new methods and processes, then train those processes to others
- Excellent analytical and organization skills.
