Duties Summary
The position is located in the Research Branch of the Division of Consumer Advocacy ("Division" or "Consumer Advocate"), Department of Commerce and Consumer Affairs.
The Division is tasked with representing the interests of consumers of regulated utility (i.e. electricity, telephone, telecommunications, gas, private water and sewage) and transportation (i.e. motor and water carrier transportation services) companies that have been certificated by the Hawaii Public Utilities Commission ("Commission" or "PUC") to serve customers in Hawaii. Pursuant to Hawaii Revised Statutes 269-51 and Hawaii Administrative Rules 6-61-62, the Consumer Advocate is, ex officio, a party to any proceeding before the Commission and represent, protect and advance the interests of all consumers, including small businesses, of utility services.
The function of the Research Branch is to provide planning, organizational, analytical and technical assistance, and implementation services relating to matters of public utility and transportation regulation. The Research Branch will conduct analyses of applicable phases of utility and transportation company operations; facilitate and ensure compliance with local, state and federal laws, state policies and commission rules, orders and standards; review relevant developments in the fields of public utility and transportation regulation in Hawaii and other jurisdictions (local, national, and internationally) in order to ensure that the Division provides timely and relevant recommendations to the Commission; conduct studies, as necessary and appropriate, on various aspects of regulation, including, but not limited to energy (conventional and renewable), telecommunications, gas, water, sewer and transportation; conduct other analyses as required for applications before the Commission or other analytical or research requirements that might be placed upon the Division; provide the analyses in conjunction and cooperation with the Division's other branches and provide oral and written testimony, exhibits, and workpapers before the Commission and other federal, state, and local regulatory agencies on matters pertaining to the regulated utility and transportation industries.
The primary purposes of this position are to 1) conduct research and/or analyses of Federal, State and local laws and ordinances, programs and regulatory policies and how it will affect the regulation of the certificated utility and transportation companies serving Hawaii's customers; 2) conduct research and/or analyses of issues within applications, tariffs and other projects involving the regulation of utility and/or transportation related matters; and 3) participate in required analyses, review and coordinate the drafting and production of reports, studies, testimonies, public information releases or other documents as assigned.
Minimum Qualification Requirements
Education: Bachelor's degree from an accredited college or university in social science, political science, public administration, business administration, or other relevant field, such as engineering, finance, or accounting.
Specialized Experience: Three (3) years of progressively responsible experience in research and/or analytical work that examines and reports on program operations and activities.
Substitutions Allowed
Possession of a Master’s degree in one of the aforementioned fields of study may be substituted for two (2) years of Specialized Experience.
Knowledge: Knowledge commensurate with the education, skills/abilities, and experience requirements listed below.
Skills/Abilities: Knowledge and skills to plan, develop and conduct research and analysis of issues. Familiarity with the relevant federal, state, and/or county statutes, ordinances, and/or rules governing the objectives and programs is desirable. This position also requires knowledge in the field of communications and public information principles. As this position will be required to prepare reports, the incumbent should have technical knowledge in conducting research and application of statistical data and analysis, and/or conducting analysis of utility and transportation companies and their operations. In addition, incumbent should possess or least have the aptitude for special skills in the areas of writing and organizing reports as well as oral communication and presentation skills.

The position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of the department head or designee at any time.
