Full Job Description

SOAR Partners, LLC (www.soar.partners) is a dynamic and rapidly growing professional services firm based in Tulsa, OK that serves clients across the U.S. SOAR Partners provides value-added strategy, operations, fundraising, grants management, and financial management services to organizations, government agencies, and businesses that are focused on improving operational efficiencies, financial and risk management, and positive societal outcomes.

Position Description

The Cash Manager is responsible for the management, quality, accuracy, timely processing, and reporting of all cash and associated accounting transactions for a nationwide reverse mortgage loan portfolio. A primary responsibility of this role is the direct leadership and professional development of the Cash Department, currently comprised of approximately 15–20 personnel. The Cash Manager ensures all deliverables meet established contract AQLs and performance standards. The successful candidate must be knowledgeable in OMB Circular A-123 Internal Controls, GAAP, and GAAS. Strong expertise in Cash Management, Customer Service, Mortgage Banking, and accounting is preferred.

Oversight & Leadership Responsibilities

Personnel Management: Lead and develop a department of 15–20 staff members. Record, monitor, and manage departmental Key Performance Indicators (KPIs), including accuracy, timeliness, and staff performance. Work with management to expand or right-size staff as needed.
Performance Accountability: Monitor, report, counsel, and reinforce training for staff not meeting performance standards, including replacing staff when necessary.
Loan Conversions & Validations: Oversee daily electronic boarding and validation of all initial 2nd Trust Partial Claims. Validate all new compliance and direct loans (Good Neighbor Next Door, ACA, etc.).
Reconciliations: Perform full reconciliation of all cash activity (Daily, Weekly, and Monthly by the 5th business day) between Treasury, Bank, Servicing System, and the General Ledger. Manage loan asset sale transactions and settlement logs from NSC.
Treasury & Disbursements: Manage daily funding processes to cover cleared items. Oversee the processing of disbursements through Treasury SPS, including daily budget obligations to FHASL and transmittals to Cash Management. Manage the issuance of Cashier’s checks and OTCnet remote deposits.
Payment Processing: Validate and reconcile all scheduled and unscheduled disbursement requests. Receive approved invoices for inspections, legal fees, taxes, and insurance; verify funds and ensure timely mailing of payments.
Reporting & Close: Lead the month-end close process, including accrual calculations and the preparation of 20+ monthly deliverable reports. Deliver all reports to GTR, NSC, and the General Ledger Division by the 2nd business day.
Compliance & Audit: Perform Quality Control (QC) on all transactions. Research root causes of discrepancies and create corrective action plans to remediate control weaknesses. Ensure the audit sample of transactions is representative of the population.
Policy & Training: Maintain, update, and train staff on comprehensive transaction processing policies and procedures. Work with auditors to ensure all compliance documents are accurate and fully implemented.

Skills and Qualifications

Managerial Experience: Proven ability to manage a large-scale accounting or operations team (15–20 people).
Technical Proficiency: Knowledge of all cash management and accounting-related industry standard processing (loan conversions, AP/AR, escrow, and general ledger).
Analytical Ability: Thorough knowledge of accounting methodologies, federal fund accounting, and transaction processing. High proficiency in Microsoft Office, specifically with extensive Excel analytical skills.
Communication: Ability to clearly communicate verbally and in writing with both internal teams and external stakeholders.
Organization: Ability to multi-task and meet strict deadlines while following complex established procedures.

Education and Experience

Required: Bachelor’s degree in Business or a related field (or equivalent experience).
Required: Minimum of three (3) years of Mortgage Servicing-related accounting experience, with specific experience in HUD and HECM loan programs.
Required Leadership Detail: Candidates must provide a detailed summary of their personnel management background, specifically highlighting their experience managing teams of 10 or more individuals.
Preferred: Certified Public Accountant (CPA) license and experience with Cash Management Regulations, including Credit Reform. (Experience must have been acquired within the last 4 years).

Employment is contingent upon the successful completion of a federal background check, to include a criminal background check, drug test, credit check, and fingerprinting.

Job Type: Full-time

Base Pay: $70,000.00 - $90,000.00 per year
