This is a mostly a remote position with some on-site requirement, offering flexibility and the opportunity to collaborate with a diverse team of talented professionals committed to technical excellence and meaningful impact.

What We’re Looking For
The Program Manager (PM) serves as the Contractor's primary point of contact and is responsible for the overall management, execution, and successful performance of the contract. The PM acts as the authorized interface with the Government Contracting Officer (CO), Contracting Officer's Representative (COR), CMS program leadership, and other Government stakeholders, ensuring contract objectives are achieved within scope, schedule, budget, and quality requirements.
The PM provides strategic leadership, oversees day-to-day operations, manages program risks, coordinates multidisciplinary technical teams, and ensures compliance with CMS governance, security, and project management standards. The PM is responsible for delivering high-quality solutions that support CMS interoperability initiatives, FHIR API implementation, cloud modernization, healthcare data exchange, and enterprise IT transformation.
Responsibilities and Contributions:
- Serve as the Contractor's primary point of contact and authorized representative to the CMS CO, COR, and Government stakeholders.
- Provide overall leadership and management to ensure successful contract performance and delivery of all PWS requirements.
- Plan, manage, and oversee program scope, schedule, budget, staffing, and resource allocation.
- Develop and maintain the Integrated Master Schedule (IMS), project plans, and performance metrics.
- Lead multidisciplinary teams, including architects, developers, business analysts, testers, ISSOs, DevSecOps engineers, and administrative staff.
- Monitor contract performance, quality, risks, issues, and deliverables to ensure compliance with CMS standards and Service Level Agreements (SLAs).
- Coordinate with CMS governance bodies, including the Technical Review Board (TRB), Architecture Review Board (ARB), Integrated Project Teams (IPTs), and security officials.
- Ensure compliance with CMS Enterprise Architecture (EA), Technical Reference Architecture (TRA), Acceptable Risk Safeguards (ARS), and federal security requirements.
- Provide executive oversight for healthcare interoperability initiatives, including HL7 FHIR, Da Vinci Implementation Guides, Prior Authorization, Clinical Document Exchange (CDex), ADR, and API modernization.
- Oversee cloud modernization, system integration, DevSecOps, and enterprise application modernization efforts.
- Facilitate executive briefings, governance reviews, milestone reviews, and regular communication with CMS leadership.
- Implement project management best practices, quality assurance processes, and continuous process improvement initiatives.
- Lead transition planning, knowledge transfer, and operational readiness activities to ensure uninterrupted service delivery.
- Manage subcontractor performance, contract risks, change management, and issue resolution throughout the contract lifecycle.
- Ensure technical solutions align with CMS business objectives, interoperability standards, and federal healthcare modernization goals.
Qualifications:
- Minimum 7 years of enterprise Program management experience
- Project Management Professional (PMP)
- Certified Scrum Master (CSM) or PMI-ACP (Preferred)
- ITIL Foundation (Preferred)
- SAFe Agilist (preferred)
- HL7 FHIR Proficiency or equivalent interoperability certification (preferred)
