About Us

Seall, Inc. is a nonprofit residential treatment program serving Vermont youth. We are seeking an experienced and detail-oriented accountant to manage monthly reports, annual funding, billing, compliance, and reimbursement activities associated with Vermont's Private Non-Medical Institution (PNMI) regulations.

Position Summary

The Specialist is responsible for coordinating all aspects of PNMI funding, billing, audits, reporting, and rate-setting activities. This position serves as the primary liaison with Vermont Rate Setting, Medicaid billing entities, auditors, and state agencies to ensure compliance and maximize reimbursement opportunities.

Essential Duties and Responsibilities

Prepare and submit annual PNMI funding applications and rate-setting packages.
Coordinate and maintain documentation required for Vermont Rate Setting reviews.
Monitor compliance with PNMI regulations and reporting requirements.
Prepare for and assist with state, federal, and independent audits.
Manage Medicaid and PNMI billing processes and resolve billing discrepancies.
Track occupancy, service utilization, and financial data required for reimbursement.
Maintain records supporting reimbursement claims and funding requests.
Work closely with accounting staff to ensure accurate financial reporting.
Analyze reimbursement trends and identify opportunities for process improvement.
Respond to inquiries from state agencies, auditors, and funding sources.
Assist with budget development and financial projections related to PNMI services.
Develop and maintain policies and procedures related to reimbursement and compliance.
Generate monthly reports for management and the Board of Directors as requested.
Perform other related administrative and financial duties as assigned.

Qualifications

Associate or bachelor’s degree in accounting, Business Administration, Healthcare Administration, Finance, or related field preferred.
Experience preparing audit documentation and financial reports.
Strong organizational and analytical skills.
Proficiency with Microsoft Excel and financial software systems.
Ability to manage multiple deadlines and work independently.
Excellent written and verbal communication skills.

Preferred Experience

Knowledge of Vermont state funding programs and regulatory requirements.
Experience with Vermont PNMI funding, Medicaid reimbursement, healthcare billing, or rate setting strongly preferred.
Previous experience with residential treatment programs, developmental services, behavioral health programs, or other human service organizations.
Familiarity with Vermont Medicaid, DXC billing systems, and state reporting requirements.
Experience working directly with Vermont Rate Setting.
