Full Job Description

The Naval History and Heritage Command (NHHC) is seeking a highly detail‑oriented Archival Processing & Digital Reconciliation Specialist to support the organization’s Oral History collections. This role is responsible for establishing comprehensive intellectual and physical control over a large, multi‑format archival collection currently dispersed across numerous locations and legacy media types.

Position Overview

The specialist will conduct a full, item‑level inventory of all oral history materials—including paper transcripts, CDs, cassette tapes, and 3.5” floppy disks—and reconcile these physical holdings with existing digital records in the NHHC Content Manager (CM) system. The goal is to produce a unified, accurate master inventory and ensure a complete 1:1 match between physical and digital assets.

This position requires strict adherence to NHHC archival processing standards and classified material handling protocols.

Key Responsibilities

Develop an Archival Processing Plan for review and approval.
Conduct a comprehensive, item‑level inventory of:
~1,800 CDs stored in 24 drawers
619 boxes containing mixed media (transcripts, CDs, cassette tapes, floppy disks)
555 digital oral histories currently in Content Manager
Verify and update the partial transcript inventory within the 619 boxes.
Populate a master inventory using the NHHC‑provided template, documenting media type and location for every item.
Audit existing Content Manager entries to identify metadata gaps or inconsistencies.
Cross‑reference physical holdings with digital records to identify matches, duplicates, missing digital surrogates, and “orphaned” items.
Update CM metadata to accurately link physical and digital assets.
Identify and flag any materials marked Confidential, Secret, or Top Secret.
Handle and inventory classified materials in accordance with NHHC protocols and the Archives Branch Processing Manual.

Required Qualifications

High school diploma.
Active Top Secret security clearance (mandatory).
Intermediate proficiency with Microsoft Office, especially Excel or comparable spreadsheet software.
Exceptional attention to detail and strong organizational skills.
Clear and effective oral and written communication abilities.

Deliverables

A comprehensive Excel‑based Master Oral History Inventory covering all boxes, drawers, and Content Manager records.
Updated and verified metadata within Content Manager linking physical and digital holdings.
A Final Reconciliation Report identifying matched items, discrepancies, and any orphaned media or transcripts.

Requirements

The requirement is to select a contractor to process the Naval History and Heritage Command’s oral history collections by creating a unified inventory that fully reconciles all physical materials with their corresponding digital records.

Period of Performance

This position is expected to begin on September 6, 2026, and continue through September 5, 2027, with an additional option period available from September 6, 2027, through September 5, 2028.

Pay: $60,000.00 - $65,000.00 per year
