Project Manager
Position Summary
The Project Manager is responsible for the complete execution of multiple Job Order Contract (JOC) projects from task order award through final completion. The Project Manager serves as the primary operational leader responsible for planning, subcontractor management, scheduling, budgeting, client communication, quality control, and project profitability.
This role requires a highly organized construction professional capable of managing numerous concurrent projects while maintaining schedule, budget, quality, and customer satisfaction.
Required Experience
Minimum Qualifications
- 10+ years commercial construction experience (will be verified)
- 10+ years ProCore software (Expert Level) (will be verified)
- 10+ years Commercial Project Management experience (will be verified)
- Experience managing $10M+ annually
- Experience managing multiple concurrent projects
- Strong subcontractor management skills
- Strong estimating experience
- Strong budgeting experience
- Excellent negotiation skills
- Excellent communication skills

Primary Responsibilities
Project Execution
- Manage projects from award through closeout
- Review scopes of work and contract requirements
- Develop execution plans
- Schedule all project activities
- Ensure projects remain on schedule
- Coordinate project start-up meetings
- Monitor critical path items
- Drive projects toward early completion whenever possible
Subcontractor Management
- Recruit qualified subcontractors nationwide
- Solicit competitive bids
- Evaluate subcontractor qualifications
- Negotiate pricing
- Award work
- Execute subcontract agreements
- Hold subcontractors accountable
- Conduct regular progress meetings
- Resolve subcontractor disputes
- Replace underperforming subcontractors when necessary
Scheduling
Develop and maintain project schedules.
Responsibilities include:
- Material lead times
- Equipment scheduling
- Crew scheduling
- Inspection scheduling
- Utility coordination
- Client coordination
- Final completion scheduling
Monitor schedule daily and proactively resolve delays before they impact completion.
Client Communication
Serve as the primary point of contact with government representatives including:
- Contracting Officers
- Contract Specialists
- Facility Managers
- CORs
- Inspectors
Responsibilities include:
- Weekly project updates
- Responding to RFIs
- Progress meetings
- Addressing client concerns
- Coordinating inspections
- Managing expectations
- Building long-term client relationships
Budget Management
Own project financial performance.
Responsibilities include:
- Develop project budgets
- Track committed costs
- Monitor labor and subcontract costs
- Monitor equipment expenses
- Monitor material costs
- Forecast project profitability
- Identify cost overruns early
- Recommend corrective actions
Estimating
Prepare project estimates including:
- Quantity takeoffs
- Material pricing
- Equipment pricing
- Subcontractor pricing
- Labor estimates
- Productivity assumptions
- Schedule impacts
- Risk allowances
Review estimates for accuracy before submission.
Procurement
Coordinate procurement activities including:
- Material ordering
- Equipment rentals
- Long lead items
- Vendor negotiations
- Delivery scheduling
- Purchase order tracking
- Freight coordination
Ensure materials arrive before crews require them.
Progress Verification
Review subcontractor progress prior to payment.
Responsibilities include:
- Verify percentage complete
- Review photos
- Conduct video calls if needed
- Site visits when necessary
- Confirm completed work
- Verify stored materials
- Approve payment requests
- Prevent overbilling
Quality Control
Ensure work meets:
- Contract requirements
- Manufacturer specifications
- Building codes
- Safety requirements
- Client expectations
Coordinate punch lists and final completion.
Documentation
Maintain complete project records.
Including:
- Daily reports
- Progress photos
- Material receipts
- Inspection reports
- Change orders
- RFIs
- Meeting notes
- Schedule updates
- Closeout documents
Problem Resolution
Rapidly resolve issues including:
- Material shortages
- Weather delays
- Schedule conflicts
- Design discrepancies
- Labor shortages
- Equipment failures
- Inspection failures
- Client concerns
- Scope changes
Project Volume Expectations
Expected to successfully manage:
- 20–40 active projects simultaneously
- Multiple states
- Multiple subcontractors
- Multiple clients
- Numerous concurrent task orders
Must be comfortable shifting priorities throughout the day.
Pay: $120,000.00 - $135,000.00 per year
