About HPD:

Your Team:

The Office of Housing Access and Stability (Housing Access) administers the fifth largest Section 8 program in the nation, serving approximately 40,000 households. The federal Section 8 rent subsidy program funded and monitored by the Department of Housing and Urban Development (HUD) is the primary rental subsidy program administered by HPD, which also administers several other rent subsidy programs such as the Shelter Plus Care and Moderate Rehab Programs. Under the supervision of the Director of Policy and Stakeholder Engagement in the Division of Program Policy and Innovation the selected candidate will be responsible for developing and overseeing a stakeholder advisory board for the Section 8 program, writing grant applications, editing public facing forms and drafting operational and policy training materials for staff.

The Division of Program Policy and Innovation (DPPI) will provide support across the Office of Housing Access and Stability (HAS) to coordinate policy development and analysis, support implementation of new rules and regulations, monitor program integrity and compliance, manage the selection of contracts for project-based rental assistance and improve outcomes for program participants beyond affordable housing. The Temporary Program Communications Analyst in the Policy and Stakeholder Engagement Unit will work to improve communication involving policies and procedures to multiple stakeholders including Section 8 program participants, HPD staff, and community partners across a wide portfolio of projects. This will primarily involve the development of HPD’s Section 8 Advisory Group and public-facing communication regarding program changes.

Your Impact:

The Temporary Program Communication Analyst, with support and supervision, will be responsible for developing and implementing HPD’s Stakeholder Advisory group, which will represent key stakeholders in HPD’s Section 8 program. This will include soliciting input from leadership in Housing Access and drafting content for engagement,, setting meeting frequency and meeting agendas. The Analyst will play a key role in drafting and coordinating revisions to program policies in response to changes in federal regulations. Finally, the Analyst will coordinate development of staff and owner newsletters, and review and revise program forms and notices for clarity, accessibility and transparency as part of Housing Access’ streamlining efforts to improve the staff, client and owner experience. The selected candidate will work with the Policy team to develop training material and presentation to implement policy and procedure changes that result from audits and policy changes that affect program operations, as well as handling special projects as directed.

The Temporary Program Communication Analyst may also be responsible for executing data collection and data analysis associated with HPD’s Advisory Group. This may include:

· Survey Design – designing surveys to optimize quality and quantity of responses

· Data matching –using tools such as Power BI or Oracle BI to match survey respondents and Advisory Group members with participant history in HPD’s database

· Data analysis - summarizing demographic characteristics of members and feedback, and tagging text or verbal responses.

· Tracking participation - designing, maintaining, and regularly updating spreadsheets used to track participation and feedback.

· Report writing and presentations – synthesizing participation and feedback for leadership.

Preferred Skills:

· A baccalaureate degree from an accredited college and three years of full-time, satisfactory professional experience in development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work relating to housing programs, or a four year high school diploma or its educational equivalent and seven years of full-time satisfactory experience as described in “1” above; or education and/or experience which is equivalent to “1” or “2” above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above. Graduate degree preferred.

· Excellent communication skills (both written and oral)

· Interest in and experience with stakeholder/community engagement

· Knowledge of public funded programs, including but not limited to housing

· Strong analytical and research skills

· Strong organizational skills and attention to detail

· Knowledge of Microsoft Office Suite

· Ability to work independently and as part of a team

· Ability to translate analyses into written products

· Graphic Design experience preferred but not required (Adobe Creative Cloud, Adobe InDesign)

· Data analysis skills preferred but not required (PowerBI, Oracle BI, basic statistics)
