Full Job Description

Serves as a content specialist and professional leader in the systemic implementation, oversight, and enhancement of early childhood programs across a mixed-delivery system. Collaborates with leadership, administrators, and internal and external partners regarding Pre-K enrollment, classroom visits, and rigorous instructional standards. Develops, evaluates, and revises curriculum, assessments, and benchmarks to reflect the multi-tiered framework driven by the Blueprint for Maryland's Future and Maryland's Early Learning Standards (Birth through Pre-K Entry). Additionally, supports mixed-delivery implementation, designs family and community engagement strategies, and delivers comprehensive professional development to build early childhood competency and ensure high-quality, compliant classroom environments.

Essential Functions

Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
Maintains confidential and sensitive information.
Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and professional standards.

Curriculum & Instruction
- Researches early childhood best practices to lead the systemic development, implementation, and evaluation of early childhood curriculum.
- Aligns all instructional materials and curriculum designs with the multi-tiered framework driven by the Blueprint for Maryland's Future and Maryland's Early Learning Standards (Birth through Pre-K Entry).
- Conducts routine classroom visits across early learning environments to observe instructional implementation, evaluate curricular materials, and identify evolving programmatic needs.
Professional Development & Coaching
- Plans, designs, and delivers content-based professional development, coaching, and non-evaluative instructional support for teachers, school-based professional developers, and administrators.
- Designs and executes training programs that enhance early childhood competency and support the diverse structural requirements of a mixed-delivery system.
Mixed-Delivery & Enrollment Coordination
- Collaborates extensively with internal and external partners?including community-based providers, childcare centers, and private providers?to manage, streamline, and coordinate the Pre-K enrollment
- Provides strategic and operational support for the systemic implementation of the mixed-delivery system, ensuring equitable access to high-quality early learning experiences.
Community Engagement, Liaison, & Communications
- Serves as a strategic liaison to community agencies and business partners to integrate early childhood best practices and wraparound services.
- Develops and executes meaningful family and community engagement strategies to strengthen home-school partnerships and support early learning initiatives.
- Manages the department's public presence, creating and distributing early learning content across social media platforms, websites, and community networks to boost parent engagement, awareness, and enrollment campaigns.
Data-Driven Support & Special Education Collaboration
- Works with internal collaborators and school-based educators to analyze student assessment data and benchmarks to inform instruction, target interventions, and optimize resources.
- Partners with internal teams to ensure curriculum and instructional programs are universally accessible and accommodate the diverse learning needs of all students.
District Representation
- Represents the educational organization in local, state, and national workshops, conferences, and educational panels to promote and align with current early learning research.

Desired Qualifications

Bachelor's degree in early childhood education or related field from an accredited institution (master's preferred).
Valid MSDE Early Childhood Education certificate; Special Education or ESOL endorsement preferred.
3 years teaching in an Early Learning Classroom or related experience, Developing early childhood curriculum, assessments, and parent/community outreach programs.
Ability to interact with diverse constituencies and convey complicated information with tact and diplomacy.
Proficient skill in the use of technical computer applications, including electronic databases, case management systems, and Microsoft Office, including Excel and Power Point.
Ability to exercise independent judgment.
Skill in research, presenting, and explaining policies and procedures, assembling data, preparing complex reports, and formulating and presenting recommendations.
Ability to work collaboratively.
Ability to develop and maintain strong working relationships with school system employees and managers at all levels, as well as government agencies and community stakeholders.
Ability to multi-task, prioritize changing assignments, and organize busy workloads, meet deadlines, and work well under pressure, while exercising excellent attention to detail.
