Lincoln City has a great opportunity to support the Economic Development and Urban Renewal Director as the Executive Administrative Assistant! The Assistant performs a variety of highly responsible, confidential and complex administrative, technical and project management duties in support of the Economic Development/Urban Renewal Director, as well as professional customer service to the public. This is a full-time position, scheduled for 40 hours per week.

JOB QUALIFICATION REQUIREMENTS:
MANDATORY REQUIREMENTS*:
EDUCATION: Associates Degree or training in public administration, business, communication, legal, economic, or other relevant education.
EXPERIENCE: Three years performing administrative, legal assistant, project management, program management, and or other related experience.
KNOWLEDGE: Advanced knowledge of administrative practices and processes in an office environment including, business English, composition, word processing, and spreadsheet software. Must also possess excellent research and report composition and preparation skills, and have experience managing projects independently. Must have experience managing/handling confidential information. Excellent organizational, time management, ability to handle changing priorities, follow-through, attention to detail, and multi-tasking skills is required. Intermediate to advanced computer skills and ability to operate standard office equipment. Must also have excellent written and verbal communication skills and a demonstrated ability to present a professional demeanor and provide excellent customer service at all times. Ability to learn quickly and adapt to a changing environment with agility.

DESIRABLE REQUIREMENTS: Experience working in the public sector. Experience supporting an executive. Experience as a project manager. Bilingual (English/Spanish).

PHYSICAL DEMANDS OF POSITION: While performing the duties of this position, the employee is frequently required to sit for extended periods, stand, communicate, reach and manipulate objects, tools or controls. The position requires mobility, the visual acuity necessary to view a computer monitor and documents. Duties involve moving materials weighing up to 10 pounds on a regular basis and may infrequently require moving materials weighing up to 25 pounds. Manual dexterity and coordination are required over 80% of the work period while operating equipment such as computer keyboard, telephone and other standard office equipment.
WORKING CONDITIONS: Usual office working conditions. The noise level in the work area is typical of most office environments with telephones, personal interruptions and background noises.
PURPOSE OF POSITION: Perform a variety of highly responsible, confidential and complex administrative, technical and project management duties in support of the Economic Development/Urban Renewal Director. Provide professional customer service to the public.
ESSENTIAL JOB FUNCTIONS:
Provide broad executive administrative assistance to the Economic Development/Urban Renewal Director, including drafting, editing and reviewing a variety of complex and/or specialized documents, which may include: correspondence, memos, and responses to inquiries. Also includes scheduling and facilitating meetings, creating agendas, taking minutes, noting action items, preparing and compiling information for reports and presentations, creating and completing forms and other general organizational and support tasks as needed. This also includes handling incoming mail and reviewing documents submitted to the Economic Development/Urban Renewal Director for approval to ensure all necessary information is included.
Provide reception for the Economic Development/Urban Renewal Department, in a positive and solution-oriented manner by responding to questions and requests from the public and City staff by phone, in-person or online, which includes some public relations work. Take messages and refer to others as needed. Maintain and understand the importance of confidentiality concerning all matters related to City objectives.
Create marketing, promotional, and Economic Development/Urban Renewal supportive materials and events for media and the public; distribute and follow-up marketing and promotional materials, including website maintenance.
Work with Economic Development/Urban Renewal Director, City Manager, Urban Renewal Attorney, and City Attorney on projects of a confidential nature, such as the economic development programs, real property negotiation, acquisition, disposition, and contracts.
Provide financial and budgetary support to the Economic Development/Urban Renewal Director, This includes gathering information, performing analyses and making recommendations to the department head, to ensure compliance with the budget. This also includes initiating purchase orders and reimbursement requests as needed.
Act in a property management role for city-owned real property as directed. This includes, preparing, managing and enforcing rental leases, interacting with tenants, preparing properties for occupancy and ensuring that properties are maintained in good condition and repair. May also include acting as the primary contact and coordinator for purchase and sale of public property.
Consult with various community interests, attend meetings, host public input and informational meetings, and present information and plans at public forums. Plan, coordinate, and manage special events such as project dedications. This includes various hospitality functions for public meetings.
Attend meetings of the City Council, Urban Renewal Agency, state and federal agencies, various community groups, and professional and civic organizations as the department liaison to promote and further public efforts.
Coordinate, lead and manage a broad range of projects and programs as assigned by the Director, including leading special committees, assisting with contract negotiation, conducting and analyzing research for presentation and generally gathering any information needed to assist the Director in decision-making. Ensure follow-through and completion on deadline using independent judgment and initiative. Evaluate programs and processes as required and requested.
Act as liaison for the Director as needed. This includes interfacing with department heads and staff to ensure that work is completed successfully. It also includes acting as a representative of the department and liaison with local community groups and agencies, including high-level contacts. Answer questions and receive complaints and issues from the public and city employees. Analyze and resolve issues and/or refer as appropriate.
Act as the office manager for the department by ordering and managing office supplies, maintaining office equipment, maintaining conference room schedules and equipment and keeping memberships current.
Serve as the department’s records retention officer and work with the City Recorder to ensure proper records retention. Set-up and maintain administrative files and record keeping systems. File and retrieve documents as necessary.
Create RFPs, resulting contracts and other documentation, tracking, and all follow-up as necessary.
Assist with grant writing and award applications, including follow-up, tracking, and administration.
Use Microsoft Word and Excel and other City programs and systems hosted internally or externally to perform job duties. This includes using the City’s e-mail system to engage in appropriate and professional communications internally and externally as needed to perform job duties in an effective and efficient manner.
Maintain professional, respectful, productive and cooperative working relationships with City staff, other organizations and the public. Model the highest level of professionalism as a public official.
Follow all safety rules and procedures for work areas. Corrects and/or reports unsafe conditions to appropriate personnel.
Perform other related duties as assigned.
AUXILIARY JOB FUNCTIONS: Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility. Maintain work areas in a clean and orderly manner.
SUPERVISORY RESPONSIBILITIES: Supervision is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel on department policies and practices.
SUPERVISION RECEIVED: Works under the general supervision of the Economic Development/Urban Renewal Director.
