Full Job Description

Position Overview:

Under direction of the General Manager/CEO performs highly responsible work in planning, developing, and implementing the District’s public relations, marketing, branding, government relations, media relations, community engagement, and digital communications strategy. Provides leadership, direction, and supervision for the Public Relations department, including the Government & Community Relations and the Marketing & Digital Communications tracks.

Work is performed under the administrative direction of the GM/CEO and considerable independent judgment, discretion, and initiative are exercised in carrying out daily operations with efficiency and effectiveness. Work is reviewed through reports, conferences, observations, analyses of reports, stakeholder feedback, and results achieved.

Primary Duties and Responsibilities:

Organize, manage, and direct the activities, program functions, and workforce of the public relations department.
Develop, implement, and monitor the District’s comprehensive annual public relations, marketing, and communications strategic and tactical plans in alignment with District goals.
Oversee, plan, and coordinate all public facing communications and public engagement events including but not limited to marketing, customer engineering, compliance, safety, operations, customer service, etc.
Establish, direct, and monitor the fiscal performance and internal controls of the department, including the development and administration of the department’s annual budget and work plans.
Establish brand standards for the District and ensure consistent application across all marketing, promotional, public-facing, and internal materials.
Coordinate planning, execution, and documentation of the District’s Public Awareness Plan in coordination with the Director of Regulatory Compliance and Safety, ensuring adherence to API RP 1162 and 49 CFR Part 192.616 stakeholder communication requirements for customers, excavators, emergency officials, public officials, and affected residents along right-of-way.
Establish, interpret, implement, and monitor operating policies and administrative procedures to ensure compliance with organizational and industry standards, and local, state, and federal requirements.
Lead the District's government relations program, including monitoring of legislative and regulatory activity at the municipal, county, state (Florida Public Service Commission, Florida Legislature), and federal levels; coordinate engagement strategy on matters such as Energy Choice ordinances and related policy initiatives.
Lead the District’s media relations program, including media outreach, press releases, opinion-leader management, earned-media development, and media training for the GM/CEO and Senior Leadership Team.
Plan, coordinate, and oversee advertising campaigns across digital, print, radio, television, and other media in collaboration with internal stakeholders and external vendors such as a marketing and/or public relations company.
Direct media crisis communications planning and execution, including consultant and vendor coordination, message development, drill exercises, and rapid response in support of the GM/CEO as the District spokesperson.
Represent the District before the public, other utilities, community groups, industry associations (APGA, FMNGA, FNGA, Florida Special Districts Association), Economic Development Councils, Homebuilders, Developers, and Commercial and Industrial customers.
Analyze marketing and communications performance metrics, audience engagement data, and campaign results; prepare reports and recommendations for the GM/CEO and Leadership Team.
Oversee the District's social media, website content, digital advertising, content strategy, channel performance, and analytics across all digital platforms.
Coordinate, develop and manage the advertising creatives, photography and print projects including the relationships with external marketing consultants, creative agencies, photographers, videographers, printers, and media vendors; oversee contracts, budgets, and deliverables.
Oversee the District's scholarship program, internal newsletter, community events, and sponsorships.
Prepare reports and project proposals for discussion with members of the Management Team.
Ensure that departmental staff receives general and specific training necessary for successful job performance and in support of the District’s training agenda.
Hire, transfer, evaluate performance, promote, adjust grievances, discipline, and discharge employees with the approval of the GM/CEO, consulting with HR Director to ensure legal compliance.
Provide regular feedback to subordinates concerning performance, dealing with performance issues in a timely manner. Complete performance reviews on a timely basis.
Other related duties as assigned by the GM/CEO.

Training and Experience:

Requires graduation from a four-year college or university with a degree in public relations, business administration, behavioral or social science, or a related field plus five (5) years of experience managing a business or eight (8) years of administrative and/or supervisory experience in corporate communications, public relations, customer service, marketing, or a related field. At least 2 years of the specified work experience must have involved supervising professional and administrative staff.

Pay: $110,000.00 - $176,000.00 per year
